Salford Council Tax Transitional Protection for Universal Credit Migration

What Transitional Protection Means

When you move from legacy benefits (Income Support, income-based JSA, or income-related ESA) to Universal Credit, your Council Tax Reduction assessment switches from the old means-tested calculation to Salford's income-banded scheme. For some households, particularly those who had high CTR awards under the legacy system, the banded scheme can produce a lower award.

Salford's transitional protection scheme catches these cases. If your CTR award under the new income-banded scheme would be more than 20% lower than what you received under the legacy system, you get six months of protected support at your previous award level.

This applies to claimants whose Universal Credit migration is completed after 1 April 2026 and who were receiving Salford CTR on the day before migration.

How the 20% Threshold Works

The council compares two numbers:

  1. Your legacy CTR award — what you were receiving under the old means-tested scheme
  2. Your new banded award — what the income-banded scheme would give you based on your UC income

If the banded award is more than 20% lower than the legacy award, transitional protection kicks in automatically. You don't need to apply for it separately.

Example: A couple receiving £30 per week CTR under the legacy scheme migrates to UC. Under the income-banded scheme, their assessed income places them in Band 3 (50% reduction), giving them £20 per week. That's a £10 drop — 33% lower than their legacy award, which exceeds the 20% threshold. They receive six months of transitional protection at the higher £30 rate.

If the banded award is within 20% of the legacy award — say £26 instead of £30 — transitional protection doesn't apply. The drop is modest enough that the scheme considers it manageable.

The Six-Month Buffer

Transitional protection lasts for six months from the date your migration to UC is complete. During that period, your CTR stays at the legacy level regardless of what the banded scheme would calculate.

At the end of the six months, your CTR transitions fully to the income-banded scheme. There's no extension — the protection is a one-time buffer designed to give you time to adjust your finances to the new award level.

During the protected period, you should:

  • Check what your income-banded award will be once protection ends, so you know what your bill will look like
  • Review whether any income disregards (the 45% pension disregard, disability benefit disregards) might improve your banded position
  • Apply for any additional support you might be entitled to (Section 13A hardship fund, single person discount, disabled band reduction)

UC Transitional Protection Payment (UCTPP) Disregard

There's a separate but related change for 2026/27. If you received a UC Transitional Protection Payment — the DWP top-up that prevents a cash loss when you're migrated from legacy ESA with Severe Disability Premium — that payment is now fully disregarded from Salford's CTR income calculation.

Previously, UCTPP was counted as unearned income. From April 2026, it's stripped out entirely. This means your assessed net monthly income is lower, which may push you into a higher CTR band even without the six-month transitional protection.

This was one of the three key enhancements approved for Salford's 2026/27 scheme, supported by 54.1% of consultation respondents.

Who This Affects Most

Transitional protection is most likely to matter for households that had complex legacy benefit packages — particularly those receiving ESA with the support component, severe disability premium, or enhanced disability premium. These households often had near-maximum CTR awards under means-testing, and the income-banded scheme's flat percentage tiers don't always replicate that level of support.

If you're currently on legacy benefits and expect to be migrated to UC in the coming months, it's worth calculating your likely income-banded CTR position in advance. The BetterOff Salford calculator (salford.entitledto.co.uk) can help estimate where you'd land.
