SA Water Bill Too High Pensioner: How to Reduce What You Pay
Start With the Water Concession
If you hold a Pensioner Concession Card, DVA Gold Card, Low Income Health Care Card or Commonwealth Seniors Health Card, the state water concession covers up to 30% of your total water bill. For the 2026/27 financial year, that means a minimum credit of $304.12 and a maximum of $484.80 for homeowner-occupiers.
The concession is applied directly to your quarterly SA Water bill once ConcessionsSA confirms your eligibility. If you haven't applied yet, submit the Household Concessions Application at sa.gov.au/concessions — the single form covers your water concession, sewerage concession (up to $228.12), Cost of Living Concession ($270.60 cash) and Emergency Services Levy remission simultaneously.
Check your latest SA Water bill for a concession credit line. If it's not there and you've already applied, call ConcessionsSA on 1800 307 758 — the most common issue is a mismatch between your concession card address and your SA Water account address.
The 30% Sliding Scale Explained
The water concession isn't a flat discount. It works on a sliding scale:
- 30% of your total water bill is calculated first
- If that figure falls below $304.12, you get the minimum ($304.12)
- If it exceeds $484.80, you're capped at the maximum ($484.80)
So on an annual water bill of $1,250, the calculation gives you $375 — comfortably within the floor and ceiling. On a bill of $900, the 30% figure ($270) falls below the floor, so you receive the $304.12 minimum instead. Either way, you're better off than not claiming.
For tenants paying only usage charges (no supply charge), the concession range is $197.20 to $377.90.
Regional and CWMS Water Accounts
If you're not on SA Water — your water comes through a council Community Wastewater Management System (CWMS), a private water carter or an independent supplier — the concession doesn't apply automatically to your bills. You need to claim it manually through ConcessionsSA.
The process: submit your prior-year water bills to ConcessionsSA. For claims processed in the 2026/27 cycle, the threshold is $1,013.75 for homeowner-occupiers and tenants paying supply and usage, and $657.35 for tenants paying usage only. The top-up is based on qualifying water expenses from the previous financial year.
This is one of the most under-claimed concessions in South Australia. Many rural and regional pensioners on CWMS systems don't know they're eligible because their council water bill looks nothing like an SA Water invoice. If you're paying a community scheme or private supplier, check whether you're above the threshold.

Check for Leaks and Meter Errors
Before assuming your usage is correct, rule out the basics:
- Read your water meter at the start and end of a 24-hour period when no water is used (overnight). If the reading changes, you likely have a leak — even a slow leak in a toilet cistern can add hundreds of litres per quarter.
- Compare your quarterly usage against the SA average. SA Water reports that the average Adelaide household uses about 192 kilolitres per year. If you're significantly above that and nothing has changed in your household, request a meter test from SA Water (there's a fee, but it's refunded if the meter is faulty).
- Check for an estimated reading. If your quarterly bill says "estimated" rather than "actual," SA Water has guessed your usage. An actual read at your next quarter could produce a large adjustment — or confirm the estimate was wrong.
Payment Options for High Bills
If your water bill is genuinely high and the concession isn't enough, SA Water offers interest-free payment extensions and hardship arrangements for customers experiencing difficulty. Call SA Water's residential support team and ask for their payment assistance program. Having your concession card details and a recent bill to hand speeds up the process.
