SA Seniors Card Eligibility: Who Qualifies and What It Unlocks for Council Rates

What the SA Seniors Card Is

The SA Seniors Card is a state credential issued by the Office for Ageing Well. It is separate from Centrelink's Pensioner Concession Card and the Commonwealth Seniors Health Card — different card, different issuer, different purpose.

Its primary relevance for council rates is that it is the qualifying credential for the Seniors Rates Postponement scheme under Section 182A of the Local Government Act 1999. A Pensioner Concession Card alone does not qualify you. A Commonwealth Seniors Health Card alone does not qualify you. The Act also recognizes people who qualify for an SA Seniors Card and have applied but are waiting for it to be issued.

Eligibility Requirements

From 1 July 2026, to qualify for the SA Seniors Card you must:

  • Be an Australian citizen or permanent resident who lives in South Australia
  • Be 60 or older, or 50 or older if you identify as Aboriginal and/or Torres Strait Islander
  • There is no limit on the number of hours you can work

There is no income or assets test for the card itself. Self-funded retirees, part-pensioners and full pensioners all qualify, provided they meet the age and residency criteria.

How the Card Connects to Rates Relief

The SA Seniors Card is not a concession card in the ConcessionsSA sense. Holding it alone does not qualify you for the Cost of Living Concession, water concession, sewerage concession or ESL remission — those require a Pensioner Concession Card, CSHC, DVA Gold Card or low-income status.

What the Seniors Card does unlock:

  • Seniors Rates Postponement (Section 182A): You can defer all council rates above $500 per year on your principal place of residence. If you meet the statutory criteria, your council has no discretion to refuse — it is a mandatory entitlement.
  • Retail and lifestyle discounts: Not relevant to rates, but the card carries a range of business discounts across SA.

Many pensioners hold both a Pensioner Concession Card and a Seniors Card, which means they qualify for both the ConcessionsSA household concessions and the rates postponement scheme. But the two programs are administered by entirely different agencies.

Applying for the SA Seniors Card

Applications are managed by the Seniors Card Unit within the Office for Ageing Well — not ConcessionsSA, and not your local council. Apply online through the SA.GOV.AU Seniors Card portal or phone the Seniors Card Unit directly.

Processing is straightforward since there is no financial assessment. The main verification is age, identity and residency status.

Common Confusion: Card Types and What Each Does

Card COLC / Water / Sewerage / ESL Seniors Rates Postponement (s 182A)
Pensioner Concession Card Yes No (unless also holding Seniors Card)
Commonwealth Seniors Health Card Yes No (unless also holding Seniors Card)
SA Seniors Card No (card alone) Yes
DVA Gold Card Yes Only if also holding Seniors Card
Low Income Health Care Card Yes No

This table is the single most important thing to understand about SA concession cards. The cards are not interchangeable. Getting the wrong one — or assuming one card covers everything — leaves money on the table.
