Redbridge Council Tax Online Portal and Citizen Access Key: A Quick Guide
Redbridge Council runs its Council Tax Reduction applications through an NEC Software Solutions self-service portal — a separate system from the main council website. If you've tried to apply for CTR and found yourself lost in a maze of form pages, session keys, and upload screens, you're not alone. Here's how to navigate it without losing your progress.
Getting Started on the Portal
The application sits at eforms.redbridge.gov.uk. From the Redbridge council website, you'll be directed there when you click through to apply for Council Tax Reduction or Council Tax Support (the council uses both names interchangeably).
Once on the portal, navigate to the Benefits section and select New Claim. The form walks you through personal details, household composition, income, and capital in a structured questionnaire. It's thorough — expect it to take 30–45 minutes if you have all your documents ready.
The Save and Resume Feature
You don't have to complete the form in one sitting. The portal has a "Save and Resume" function that lets you pause and come back later. When you save, the system generates a Citizen Access Benefits Key — an alphanumeric code sent to the email address you entered.
To resume, you need four things:
- Your surname
- Your National Insurance number
- Your postcode
- The Citizen Access Benefits Key from the email
Without all four, you can't get back into your partially completed application. The most common problem: people save, close the browser, and then can't find the email with the key. Check your spam folder — automated emails from council portals frequently land there.
If You Lose Your Citizen Access Key
If you lose the key, first check the email address you used when saving and search all folders for the original message. The published process does not specify a self-service recovery route; contact Redbridge through its official Benefits service page for current instructions.
- Search your email thoroughly — try searching for "citizen access" or "redbridge" or "NEC" in all folders including spam and trash The saved key is needed to resume the application. The published process does not establish whether a saved draft can be recovered or how long it remains available, so confirm those details with the council before starting a second application.

Uploading Evidence
After submitting the main form, you'll need to upload supporting documents through a separate section of the portal — "Provide evidence to support your benefit claim." This is where you send your ID, proof of income, bank statements, and UC statements.
Practical tips for the upload:
- File formats: PDF and JPEG work most reliably. If your UC statement downloads as HTML, print it to PDF first.
- File size: Large scans can fail silently. Keep individual files under 5MB.
- Multi-page documents: Upload the complete UC monthly statement — the council needs to see all components and deductions, not just the payment summary page.
- Mobile uploads: The portal works on phones but can be fiddly with large documents. If your screen times out during an upload, the file may not have gone through. Check the uploaded documents list before closing.
The One-Month Evidence Deadline
Redbridge gives you one month from the date it requests evidence to upload the required documents. The council does not send reminder letters before processing or closing incomplete claims. If you cannot provide everything by the deadline, contact the Benefits Service before it passes and ask how to proceed.
Mark the deadline in your calendar the day you receive the evidence request. If you're waiting on a document (a UC statement that hasn't arrived yet, a bank statement from a joint account holder), upload what you have and contact the Benefits Service to explain what's outstanding and when you expect it.
Processing Time
Redbridge's reported average CTR claim processing time is around 3.88 days. Incomplete evidence can lead to further requests and a longer overall wait; the one-month evidence deadline runs from the date of the council's request.
Once processed, you'll receive a decision notice by post or email confirming your scheme placement, weekly reduction amount, and adjusted council tax bill. If you disagree with the decision, you have the right to request an internal review.
