Rates Rebate and SuperGold Card: The Higher Threshold Explained

The SuperGold Advantage

Holding a SuperGold Card doesn't give you an automatic rates rebate. What it does give you is a significantly higher income threshold before the rebate formula starts reducing your entitlement.

For 2026/27:

  • Standard threshold: $33,210
  • SuperGold threshold: $46,400

That's an extra $13,190 of income headroom. For many pensioners receiving NZ Superannuation — either single or as a couple — this threshold is the difference between a full $830 rebate and getting nothing.

How It Works for Pensioners on NZ Super

NZ Superannuation is included in household income. Compare the gross income for 1 April 2025 to 31 March 2026, including any other income for the ratepayer and a partner who ordinarily lived at the property on 1 July 2026, with the applicable threshold.

For a household with a valid SuperGold Card, income at or below $46,400 does not trigger income abatement. The actual rebate still depends on eligible rates and the statutory formula.

The qualifying condition: either the applicant or their partner who ordinarily lives at the property on 1 July 2026 must hold a valid SuperGold Card. You'll need to attach a copy to your application.

SuperGold Doesn't Mean Guaranteed

The rebate still depends on three factors working together: your income, your rates bill and the formula. The SuperGold threshold just shifts where the abatement starts.

If a SuperGold couple has combined income of $55,000 and annual rates of $3,000:

  • Base rates component: ⅔ × ($3,000 − $160) = $1,893
  • Income abatement: ($55,000 − $46,400) / 8 = $1,075
  • Rebate: $1,893 − $1,075 = $818

Still a substantial partial rebate. Push the income to $60,000 and the abatement is $1,700, leaving a rebate of about $193. The formula tapers — it doesn't cliff-edge at the threshold.

Additional Income Sources That Catch Pensioners Out

NZ Superannuation is included in household income. Other income sources also count and can move a household above a threshold:

  • Bank term deposit interest — even modest savings can generate a few thousand in gross interest
  • Overseas pensions — UK State Pension, Australian Age Pension or other foreign pensions count as gross income
  • Part-time work — any wages or self-employment income, even casual
  • ACC earnings compensation — included in gross income
  • Dividends from shares and managed fund distributions

Income from boarders, flatmates or adult children living in the house is not counted — only the ratepayer and their partner.

How to Claim

Apply through your local council. Attach a copy of your SuperGold Card and income proof for the tax year 1 April 2025 to 31 March 2026. The deadline is 30 June 2027.
