Plymouth Council Tax Reduction and Universal Credit
Universal Credit Does Not Include Council Tax Support
This is the single most damaging misconception for Plymouth residents claiming UC. When you apply for Universal Credit through the DWP, the system does not notify Plymouth City Council. No automatic Council Tax Support application is submitted on your behalf. Nothing happens at all.
You must apply separately for CTS and continue paying the instalments on your existing Council Tax bill while the claim is processed. A later backdated award may adjust the account, but working-age backdating is limited to six months and requires continuous good cause.
How to Claim CTS When You're on Universal Credit
You need to apply directly through Plymouth City Council's online portal at plymouth.gov.uk/council-tax-support. The process is the same as for any other applicant, but the evidence requirements are specific to UC claimants.
The critical document is your full Universal Credit monthly assessment period statement — not the payment notification, not the amount on your bank statement, but the complete breakdown showing every element of your UC award. This matters because of a High Court precedent specific to Plymouth: in Kasperowicz v Plymouth City Council [2021], the court upheld the council's refusal to grant Council Tax Reduction because the claimant couldn't produce physical documentary proof of their UC award. Entitlement alone wasn't enough — the paperwork was decisive.
Download the statement from your UC journal before you start the application.
How Plymouth Assesses UC Income
The council takes your monthly UC assessment and converts it to a weekly figure. Here's the calculation:
- Start with your gross UC award for the assessment period
- Deduct the Housing Costs element entirely (it's fully disregarded)
- Factor in your DWP-reported net earnings
- Convert to a weekly figure
That weekly amount determines which income band you fall into under Plymouth's scheme. The bands vary by household type — singles, couples, and families with children each have different thresholds.
One advantage of the banded system: minor month-to-month wage fluctuations reported through HMRC's Real Time Information system don't necessarily shift your award. Your discount only changes when your net income crosses into a different band. So a few extra hours one month won't automatically reduce your support.

What About the UC "Gap" Period?
Universal Credit has a five-week initial wait before your first payment, but that wait does not by itself mean your household has no assessable income or qualifies for Band 1. Plymouth assesses your household under its local income rules. If you have not applied for CTS, backdating is limited to six months and requires continuous good cause for the delay.
Apply for Plymouth Council Tax Support promptly rather than waiting for your first UC payment to come through.
Income Disregards That UC Claimants Often Miss
If you receive any of these alongside UC, they're fully excluded from Plymouth's income assessment:
- Personal Independence Payment
- Disability Living Allowance
- Carer's Allowance
- Child Benefit
- Child Maintenance
Including these in your income declaration by mistake pushes you into a higher band and reduces your discount. The application form asks about all income sources — make sure you know which ones Plymouth ignores before you fill it in.
The Plymouth Council Tax Reduction Guide includes the exact income calculation for UC households, band-by-band worked examples, and an evidence checklist so nothing gets missed during your application.
