Overpaid Rates Refund in Northern Ireland
If you've been paying full domestic rates while potentially entitled to a discount — or if a capital value revision reduces your property's assessment — you may have overpaid. LPS applies allowances after an application and assessment.
When You May Have Overpaid
Possible overpayment situations include:
You qualified for LPA or DPA but never claimed. The Lone Pensioner Allowance (20% off for ratepayers 70+ living alone) and Disabled Persons Allowance (25% off for adapted properties) are not applied automatically. If you apply and are found eligible, the allowance is backdated under the scheme's rules; an earlier-year credit is not automatic.
Your Rate Rebate or Housing Benefit for rates was calculated using out-of-date circumstances. If your circumstances changed — you moved to a lower income, your partner died, or you transitioned to Universal Credit — and the responsible body did not update your support, you may have overpaid.
Your capital value was too high. If a review agrees that your 2005 capital value was overstated (because of an error, structural defect, or comparable properties valued lower), the revised value may reduce your rates liability. Ask LPS to confirm whether and from what date past bills will be adjusted.
You paid rates on a property that should have been exempt. Empty property exemptions (probate, long-term care, uninhabitable condition) aren't always flagged in time. If you paid rates on an empty home that qualified for exemption, you can claim the overpayment back.
How LPS Processes Refunds
When an allowance is approved and backdated, or a capital value is revised, LPS recalculates your rate account. If you've already paid more than the revised liability, the credit appears on your account.
The adjustment is recorded on your LPS rate account. Ask LPS how any resulting credit will be handled.
Backdating Rules
The refund amount depends on how far back the adjustment reaches:
LPA: the standard backdating rule covers the rating year in which you apply or the date all qualifying conditions are met, whichever is later (for example, your 70th birthday or the date a co-resident moves out). If you are seeking an earlier year, ask LPS or NIHE whether your circumstances can be considered; do not assume an earlier credit will be granted.
DPA: entitlement begins when the qualifying adaptation is completed and the disabled person occupies the property. If both conditions were met from the start of the rating year, approval can be backdated to 1 April; otherwise, it starts from the date they were both met. LPS may consider earlier backdating if it was unreasonable to expect an earlier claim.
Capital value revision: a successful review can change your rates liability. Ask LPS to confirm the period covered by any resulting account adjustment.
For LPA and DPA, earlier-year backdating is not automatic. Ask the responsible body whether your circumstances can be considered.

How to Claim Your Refund
If you suspect you've been overpaying:
- Identify which allowance or adjustment applies to your situation
- Apply formally — LPA via Form LPA 15.0, DPA via Form DPA 16.0, or a capital value review through LPS using Form CR3; if you disagree with the review, appeal to the Commissioner of Valuation
- For an LPA or DPA application, include a written request for backdating and explain why you did not claim sooner
- Once approved, ask LPS how any credit on your rate account will be handled
The Northern Ireland Rates Allowances guide includes a backdating justification template and walks through the full refund process for each allowance type.
