Nova Scotia Municipal Property Tax Relief for Low-Income Homeowners
Municipal Relief Exists Alongside the Provincial Rebate
Most people who know about Nova Scotia property tax help know about the provincial rebate for seniors — the one administered by Service Nova Scotia that returns up to $800. What many don't realize is that individual municipalities run their own, separate property tax relief programs under Section 69 of the Municipal Government Act.
These municipal programs have different eligibility rules, different income thresholds, and different benefit amounts. They're administered by your local municipal tax office, not by the province. And critically, you don't have to be 65 or receiving GIS to qualify for most of them — the municipal programs target low-income homeowners broadly.
What's Available by Municipality
Municipal programs vary significantly across Nova Scotia. Here are the major ones:
Halifax Regional Municipality — Affordable Access Program: The largest and most comprehensive municipal program. Homeowners with a combined gross household income of $59,000 or less can receive a property tax credit of up to $1,400, applied directly to their tax bill. The property's Capped Assessment Value must be $425,000 or less, unless the applicant documents GIS receipt or provincial disability support. The program uses a tiered structure — lower incomes receive a higher percentage credit. Applications run from June 1 to December 31.
Cape Breton Regional Municipality — Low-Income Exemption: A flat $300 annual tax credit for households with total income under $41,664. Income is verified using Line 26000 (Taxable Income) from every adult's CRA Notice of Assessment. Applications are due December 31, though CBRM Council has historically extended the deadline through March 31 to increase uptake.
District of Barrington: A tiered grant structure ranging from $100 to $400, depending on household income (up to $41,209). The lowest-income bracket (under $25,700) receives the full $400.
County of Inverness: A $150 credit for households earning under $24,999. Notably, Inverness requires that the applicant not receive the provincial seniors rebate — it's one or the other, not both.
Municipality of the District of Lunenburg (MODL): A tiered rebate program with income brackets up to $61,860. The maximum rebate is $700 for households earning under $31,700.
How Municipal and Provincial Programs Interact
Here's the important part: municipal exemptions reduce your tax bill, and the provincial rebate calculates based on what you actually paid. If a municipal program knocks $300 off your tax bill, the provincial 50% rebate is calculated on the lower, post-exemption amount.
This means claiming a municipal exemption first is almost always the right move. You get the direct reduction from the municipality, then the provincial rebate reimburses half of whatever remains (up to $800).
An exception is Inverness County, which prohibits receiving both its local exemption and the provincial rebate. If you live in Inverness, compare the two: the provincial rebate (up to $800) is likely more valuable than the $150 municipal credit for most homeowners.

How to Find Your Municipality's Program
If your municipality isn't listed above, it may still offer tax relief. Under Section 69 of the Municipal Government Act, any municipal council can pass local policies offering property tax reductions to low-income residents. Contact your municipal tax office directly and ask about income-based exemptions or reductions.
You can also call 211 Nova Scotia (dial 2-1-1), which maintains a directory of available programs and can route you to the right local office.
