Northumberland Council Tax Reduction Savings Limit: The £8,000 Capital Rule
The Hard Cut-Off at £8,000
Northumberland's 2026/27 working-age council tax support scheme has a strict capital ceiling of £8,000. If your total capital reaches £8,000 or more, you are automatically placed in Band 6 with a 0% award — even if your weekly income is zero.
There is no gradual taper. At £7,999 your capital is entirely disregarded. At £8,000 you lose everything. That cliff edge is one of the sharpest rules in the scheme.
What Counts as Capital
Capital includes:
- Bank account balances (current accounts, savings accounts)
- Building society accounts
- ISAs (cash and stocks & shares)
- Stocks, shares, and investment portfolios
- Land and property other than your main home
- Premium bonds and National Savings certificates
Your main home is excluded. Personal possessions, household goods, and the surrender value of life insurance policies are also typically excluded.
No Tariff Income Between £6,000 and £8,000
Under the national pension-age scheme, capital between £10,000 and £16,000 generates "tariff income" — £1 per week for each £500, or part of £500, above £10,000. This tariff income is added to assessable weekly income. Some councils' working-age schemes use different tariff-income thresholds.
Northumberland's 2026/27 working-age scheme does not apply tariff income at all. Capital below £8,000 is completely ignored in the income band calculation. Your discount band is determined solely by your weekly income.

The Pension-Age Difference
If you or your partner have reached State Pension age, the capital limit is £16,000 under the national prescribed scheme — double the working-age ceiling. Tariff income is £1 per week for each £500, or part of £500, above £10,000 up to the £16,000 limit. Guarantee Pension Credit recipients are exempt from the capital test entirely.
Mixed-age couples (one working-age, one pension-age) are generally treated as working-age if they receive Universal Credit, which means the £8,000 ceiling applies.
What to Watch For
Redundancy payments, inheritance, insurance payouts, and back-payments of benefits can all push your capital over £8,000 temporarily. If your savings cross the threshold, you lose council tax support immediately upon reassessment — and you have a legal obligation to report the change to Northumberland County Council within 21 days.
If you expect a lump sum, consider the timing carefully. Spending capital on essential items (clearing rent arrears, replacing a broken boiler) before the money is assessed is legitimate, but deliberately depreciating capital to stay under the limit — known as "notional capital" — can result in the council treating you as though you still hold the money.
The Northumberland Council Tax Reduction guide walks through the capital assessment rules and includes a savings worksheet that helps you calculate where you stand before changes hit your account.
