Northern Ireland Rates Bill Breakdown: Regional Rate, District Rate, and Your Capital Value

The Formula

Your domestic rates bill in Northern Ireland is calculated by multiplying your property's chargeable capital value by the combined rate poundage for your area:

Annual Rates Bill = Chargeable Capital Value × (Regional Rate + District Rate)

There are no bands, no tiers, no multipliers. One property, one capital value, one poundage, one bill.

The Two Poundage Components

Regional Rate — set annually by the Northern Ireland Executive to fund regional services (health, education, roads, policing). For 2026/27, the Domestic Regional Rate is 0.5559p in the pound (£0.005559 per £1 of capital value). Every property in Northern Ireland pays the same regional rate.

District Rate — set independently by each of the 11 district councils to fund local municipal services (waste collection, parks, street cleaning, leisure centres). For 2026/27, this ranges from 0.3966p in the pound in Lisburn & Castlereagh to 0.6655p in Derry City & Strabane.

The district rate is the reason two identical properties with the same capital value can have very different rates bills depending on which council area they're in.

Worked Example: Belfast vs Lisburn

Take two semi-detached houses, both with a capital value of £150,000.

Belfast (combined poundage: 1.0051p): £150,000 × 0.010051 = £1,508 per year

Lisburn & Castlereagh (combined poundage: 0.9525p): £150,000 × 0.009525 = £1,429 per year

The Belfast household pays £79 more per year — purely because Belfast's district rate is higher. The capital values are identical.

At the £400,000 cap, the difference is more pronounced:

Council Area Combined Poundage Annual Bill at £400,000
Lisburn & Castlereagh 0.9525p £3,810
Belfast 1.0051p £4,020
Derry City & Strabane 1.2214p £4,886

What You Can and Can't Challenge

The capital value — that's within your control. If LPS has assigned an incorrect value to your property, you can request a valuation review using Form CR3.

The rate poundage — that's set by the Executive (regional) and your council (district). You can't appeal it through the valuation process. Disagreement with the poundage level isn't grounds for a valuation challenge.

This is a common source of frustration. When the regional or district rate rises, every property in the affected area sees a higher bill regardless of what happened to capital values. There's no individual remedy for a poundage increase.

Reliefs and Allowances

Several reliefs reduce the final bill after the poundage calculation:

  • Rate Rebate — for eligible working-age Universal Credit claimants
  • Lone Pensioner Allowance — 20% reduction for people aged 70 or over who live alone
  • Disabled Persons Allowance — 25% reduction where the property has qualifying adaptations
  • Early Payment Discount — currently 4% for paying the full annual bill in a single lump sum (this may be reduced to 2% under planned reforms)

These don't change the capital value or the poundage — they apply as reductions to the calculated bill.

When the Capital Value Matters Most

If you're paying rates on a property where comparable homes nearby have lower capital values, a successful challenge reduces the base figure in the formula while the revised entry remains in force. Bills calculated from that entry benefit from the correction.

Our valuation challenge guide helps you work through whether the capital value is the problem — or whether the bill feels high simply because of the poundage rate in your area.
