Capital Value Northern Ireland Explained: How Your Rates Are Set

Capital Value Is Not Market Value

Every domestic property in Northern Ireland has a capital value — and it's almost certainly not what you'd expect. The capital value is the estimated open-market sale price of your property as of 1 January 2005, not what it's worth today.

This is the foundation of Northern Ireland's domestic rates system. Unlike England, Scotland, and Wales, which use Council Tax bands, Northern Ireland assigns each property a precise pound figure. Your annual rates bill is calculated directly from that number.

A house you bought for £250,000 in 2026 might carry a capital value of £130,000. That isn't an error — it reflects what the property would have sold for two decades ago under specific statutory assumptions.

The Statutory Assumptions

When LPS sets or reviews a capital value, they don't assess the property as you've decorated it. The valuation follows a legal formula:

  • Vacant possession — valued as if sold on the open market with no sitting tenant
  • Average internal repair — regardless of whether you've just renovated or haven't touched the place in 20 years
  • Standard modern fixtures — assumes a standard kitchen and bathroom
  • Physical state at the time of listing — but priced at 2005 levels

This means a dated kitchen, old carpets, or a lack of central heating won't lower your capital value. Conversely, a luxury renovation doesn't automatically raise it (though added floor space or structural extensions do).

How to Check Your Capital Value

Use the LPS online Valuation Search on nidirect. Enter your postcode to see your property's capital value, property type, and estimated annual rates bill.

More usefully, search your neighbours' properties at the same time. If a semi-detached three-bedroom on your street is valued at £110,000 and yours is at £145,000, and the properties are physically similar, that discrepancy might be worth investigating.

You can also check values by contacting LPS directly at 0300 200 7801 or visiting their customer service centres in Belfast, Ballymena, Craigavon, or Derry.

The £400,000 Cap

Northern Ireland applies a statutory cap: no property is charged rates on more than £400,000 of capital value, regardless of the actual assessment. If your property's assessed capital value is £600,000, you only pay rates on £400,000.

This has a practical consequence for challenges. If your property is valued at £450,000 and you successfully reduce it to £420,000, your chargeable value stays at £400,000 and your bill doesn't change. You'd need to get the assessment below £400,000 to see any financial benefit.

When Capital Values Change

LPS can revise a capital value when:

  • A property owner requests a review (Form CR3)
  • The Commissioner of Valuation or Valuation Tribunal orders a change on appeal
  • LPS identifies a physical change — an extension, demolition, conversion, or structural alteration
  • A new property is added to the list

There's been no general revaluation since the 2005 baseline was introduced. Every property is still measured against 2005 prices, even when reviewed today. A 2026 review asks: "what would this property, in its current physical state, have sold for on 1 January 2005?"

What This Means for Challenging Your Valuation

If you think your capital value is wrong, the comparison has to be made on the right terms. You can't argue that neighbouring properties have sold for less recently — you need to show that comparable properties in the Valuation List carry lower capital values for no good reason.

Our valuation challenge guide explains how to find and organise comparable evidence, adjust for physical differences between properties, and present a case that LPS valuers will take seriously.
