nidirect Rate Rebate: How the Online Portal Works

If you're on Universal Credit and need help paying your rates in Northern Ireland, the nidirect Rate Rebate portal is the only way to apply. There are no paper forms for this scheme. Understanding how the portal works before you start saves you from the session timeouts and missing-document loops that frustrate most first-time applicants.

Creating Your Account

Go to the LPS Rate Rebate portal on nidirect. You need to create a new account — this is separate from any existing nidirect account you might have for other services. The account requires:

  • Your name and date of birth
  • Your National Insurance number
  • An email address you can access (for verification and correspondence)
  • A phone number

Once your account is created, you can start the application. But don't start until your documents are ready — the portal has session timeouts, and losing progress mid-application means starting sections again.

What You Need Before You Start

Have these ready before you log in:

  • Your LPS Rate Account number — printed on your rates bill. If you don't have a rates bill yet (new build, just moved in), you can still apply using your property address and postcode.
  • Your UC award details — LPS verifies these electronically, but you may need to confirm specific dates or amounts during the application.
  • Your tenancy agreement (if renting) — the landlord's name, contact details, and your tenancy reference number.
  • Bank details — not for payment to you (Rate Rebate is credited to your rate account, not paid directly to you) but sometimes requested for verification.

For private tenants, the portal triggers a separate landlord verification step. LPS contacts your landlord to set up a Landlord Rate Rebate Account. If your landlord doesn't respond within 10 working days, LPS asks you to provide a copy of the tenancy agreement or estate agent letter instead.

What the Portal Can't Do

The portal handles straightforward applications well. Where it falls short:

No field for one-off income adjustments. If holiday pay, notice pay, or a bonus has distorted your UC assessment period, the portal has no way to flag this. You need to email [email protected] separately with payslips and an employer letter. See our guide to Regulation 10 adjustments.

No way to upload all evidence types during the initial application. Some supporting evidence — especially for complex income situations — needs to be emailed or posted to LPS separately.

No real-time tracking of your application status. Once submitted, your application enters a processing queue. The portal shows a submission confirmation, but there's no progress tracker showing which stage it's at.

If You Can't Use the Online Portal

The Rate Rebate scheme is designed as digital-only for standard claims. But if you can't use the online portal due to disability, digital exclusion, or lack of internet access, LPS offers telephone support at 0300 200 7802. The helpline can guide you through the process step by step.

For more substantial help, contact Advice NI (0800 915 4604) — their local advice centres can help you prepare and submit the application. Housing Rights (028 9024 5640) also provides support for applicants struggling with the digital process.

If someone is helping you with the application (an adult child, a carer, a friend), they should not use your login credentials. Under Regulation 4 of the Rate Relief Regulations (NI) 2017, an appointee must create their own user identity to manage a Rate Rebate account. Sharing passwords can create legal liability issues if something goes wrong with the claim.

Important: nidirect Is Not for Pensioners

If you're at State Pension age (both you and your partner), the nidirect Rate Rebate portal is the wrong system for you. Pension-age householders apply to the Northern Ireland Housing Executive (NIHE) for Housing Benefit and Rate Relief — either online through the NIHE portal, by paper form, or by calling 03448 920 902.

Applying through the wrong system wastes weeks. The NIHE and LPS are separate bodies, and an application submitted to the wrong one can't be transferred — you'd need to start again.

After You Submit

Your application establishes the claim date if any required evidence follows within the applicable deadline. Keep the submission confirmation reference number and a note of the date you applied.

LPS will contact you if additional evidence is needed. Respond within the deadline it sets; late evidence can delay the decision and may affect the claim date.

Our Rate Relief and Housing Benefit for Rates guide includes the complete pre-submission preparation checklist and covers what to do at each stage after submission, including how to respond to evidence requests and what to check when your decision notice arrives.
