Newcastle Council Tax Reduction Minimum Payment
Many councils across England require working-age residents to pay at least 8%, 15%, or even 25% of their council tax bill regardless of income. Newcastle does things differently. Under the city's 2026/27 scheme, the minimum payment for the lowest-income households is genuinely zero.
Band 1 Means Zero to Pay
Newcastle's Council Tax Support scheme runs on five income bands. Band 1 awards a 100% discount — meaning there is nothing left to pay. You land in Band 1 if your net weekly income falls at or below the threshold for your household type:
- Single person: up to £110 per week
- Couple: up to £160 per week
- Family with one child: up to £255 per week
- Family with two or more children: up to £350 per week
Certain groups are passported straight to Band 1 regardless of income: recipients of income-related ESA, Income Support, or income-based JSA; care leavers under 25; and qualifying households caring for a terminally ill member.
The Real Minimum for Everyone Else
For those above the Band 1 threshold, the discounts step down. Band 5 — the lowest award — gives a 25% reduction. Someone earning just above the Band 5 upper limit gets nothing at all.
In practice, what you actually pay each month depends on your property band and any other discounts. A single person in a Band A property (£1,693.77/year) with a 25% Single Person Discount has a net liability of about £1,270. If they qualify for Band 5's 25% CTS discount, that drops to roughly £952 per year, or about £79 per month over 12 instalments.
Non-Dependant Deductions Can Create a Minimum
Even if you qualify for Band 1, the council may deduct a flat weekly charge for every non-dependant adult living in your household. The 2026/27 rate is £4.50 per week per non-dependant — that is £234 per year per person.
So a parent on full Band 1 support living with a 20-year-old working child will not pay zero. They will pay £4.50 per week to cover the non-dependant deduction.
These deductions are waived if you or your partner receives the PIP daily living component, DLA care component, or Armed Forces Independence Payment — or if the non-dependant is under 18, a full-time student, or severely mentally impaired.

How Newcastle Compares
Nationally, an Entitledto survey found that 117 of 309 English billing authorities offered 100% maximum support in their 2026/27 schemes. Newcastle is one of them. Many councils in the same region cap their maximum at 80% or 85%, leaving even the poorest working-age residents with a bill to pay.
For the full breakdown of how each band works, including worked examples with non-dependant deductions, the Newcastle Council Tax Reduction guide covers every scenario.
