Manchester Council Tax Support for Disabled Residents: PIP, DLA, and Carer Protections

Disability Benefits Are Fully Disregarded as Income

The most important rule for disabled claimants in Manchester: Personal Independence Payment (PIP), Disability Living Allowance (DLA), Attendance Allowance, and Carer's Allowance are completely ignored when the council calculates your Council Tax Support. They do not count as income at all.

This matters because many disabled residents assume their benefit income pushes them into a higher income band or reduces their CTS award. It does not. A household receiving PIP enhanced daily living and Carer's Allowance is assessed as if those benefits do not count as income.

Non-Dependant Deduction Waivers

If another adult lives in your home — an adult child, sibling, or friend — their income normally triggers a deduction from your CTS award. The deductions range from £5.20 to £15.95 per week depending on how much the non-dependant earns.

These deductions are completely waived if you or your partner receive any of the following:

  • PIP daily living component (standard or enhanced rate)
  • DLA care component (middle or highest rate)
  • Attendance Allowance (either rate)
  • Armed Forces Independence Payment
  • You or your partner are registered severely sight-impaired (blind)

This waiver applies regardless of how much the non-dependant earns. A disabled parent living with an adult child who earns £700 per week still gets the full waiver — the child's income is irrelevant.

The waiver is the single biggest financial protection for disabled households. Without it, a high-earning non-dependant can eat most of a maximum CTS award. With it, the claimant keeps their full 85% entitlement (or whatever their income band gives them).

Disability Premiums Raise Your Baseline

In the means test, your applicable amount is the baseline income the government says your household needs. Disability and carer premiums may be included in the applicable amount when the relevant qualifying conditions are met.

A higher applicable amount means less excess income, which means a higher CTS award. Combined with the income disregard and the non-dependant waiver, these premiums can push a disabled household into Band 1 (85% support) even when their total household income looks relatively high on paper.

Worked Example: Disabled Lone Parent

A lone parent on income-related ESA with enhanced PIP daily living lives in a Band A property (net weekly liability £17.31 after Single Person Discount). Their adult daughter lives with them and earns £620 per week gross.

Without disability protections: the daughter's income would trigger a £15.95 per week non-dependant deduction. The parent's maximum CTS (£14.71) minus £15.95 gives a negative figure — they would get zero Council Tax Support.

With disability protections: the PIP daily living award waives the non-dependant deduction entirely. The parent keeps the full £14.71 per week CTS award. Their residual bill is £2.60 per week — the 15% mandatory minimum.

Severely Mentally Impaired (SMI) Disregard

If a household member has been certified as severely mentally impaired by a doctor and receives a qualifying benefit, they may be disregarded for council tax discount purposes. In a household of two adults where one qualifies for SMI status, the property may get a 25% discount (equivalent to the Single Person Discount) on top of any Council Tax Support. Check the separate SMI rules for the qualifying-benefit list and evidence requirements.

This stacks: SMI discount reduces the net bill first, then CTS is calculated on the smaller amount.

What to Do If Your Disability Award Changes

If you receive a new PIP, DLA, or Attendance Allowance award — or if your existing award increases — report it to Manchester City Council within 21 days. The council will reassess your award and can tell you what date the new calculation will take effect.

Conversely, if a disability benefit stops or is reduced (following a reassessment, for example), your CTS may be recalculated and your bill could increase. If you are challenging the DWP decision through mandatory reconsideration or tribunal, tell the council and ask how the pending challenge affects your CTS calculation.

The Manchester Council Tax Reduction guide maps every disability interaction with the CTS scheme, including a non-dependant deduction worksheet that shows whether you qualify for a waiver.
