Council Tax Bill Too High in Leeds? Here's What to Do

Your Leeds Council Tax Bill Feels Too High — Now What

A council tax bill arriving in March can be a shock, especially after a rate increase. For 2026/27, the Leeds element rose by 4.99%; including police and fire precepts, the overall increase is 5.12%, or £110.61 a year for a Band D property. Parish or town council precepts can make the total different in some areas. If you are looking at the number and wondering how to bring it down, here are the concrete steps — in order of how much they can save.

Check Whether You Are in the Right Band

Your council tax bill is based on your property's valuation band, set by the Valuation Office Agency (VOA) using property values as of April 1991. If your property has changed since then — a major structural defect, a change to the local area, or similar properties nearby sitting in a lower band — you may be in the wrong band.

You can check your band and see what band your neighbours are in on the VOA website (voa.gov.uk). If it looks wrong, you can challenge it directly with the VOA for free. The challenge process is free, and the Valuation Tribunal for England hears appeals at no cost. Be aware that a challenge can result in a band going up as well as down — the VOA reviews the valuation in full.

Claim Every Discount You Are Entitled To

Single Person Discount (25%). If you are the only adult aged 18+ living in the property, you may qualify, but you must apply; the discount is not automatic. Children, full-time students, people with severe mental impairment (certified by a doctor and receiving a qualifying benefit), and qualifying live-in carers are disregarded — they do not count as adults for this purpose. A live-in carer must provide at least 35 hours of care a week to someone receiving a qualifying disability benefit and meet the other statutory conditions.

Council Tax Support (up to 75% for working-age, 100% for pensioners). If you are on a low income or receiving Universal Credit, CTS is a means-tested discount applied to your bill. Working-age residents in Leeds can get up to 75% off their net liability. Pension-age residents can get up to 100%. Apply at leeds.gov.uk/cts.

Disability band reduction. If someone in your household has a disability and the property has been adapted (an extra room, a second bathroom, or more space for a wheelchair), you may qualify for a reduction that treats your property as if it were in the band below — Band B becomes Band A, for example.

Severe Mental Impairment disregard. If an adult in the household has been certified as severely mentally impaired by a registered medical practitioner and receives a qualifying benefit, they are disregarded for council tax. In a two-adult household, this can restore the 25% Single Person Discount.

Apply for Council Tax Support

CTS is the main tool for reducing an unaffordable bill. You may qualify if you are liable for council tax, live in the property as your main home, have capital of £16,000 or less, and are on a low income.

The council calculates your award using the surplus income formula: 75% of your net weekly liability minus 15% of any income above your CTS personal allowance. If your income is below the allowance, you get the full 75%.

CTS can also be backdated up to 6 months if you can show continuous good cause for not applying earlier — illness, a crisis, or official misdirection. That backdated credit offsets your current bill.

Spread the Payments

If the monthly instalments are the problem rather than the total, you have a statutory right to request 12-month instalments instead of the default 10. This lowers each payment. Contact the council on 0113 222 4404 to request the change — it costs nothing and does not affect the total amount owed.

If You Are Already Behind

Do not ignore council tax arrears. Leeds posts a reminder; if you ignore it, the council applies to court for a summons. A liability order can then allow enforcement agents or deductions from wages or benefits.

Contact the council before it reaches the summons stage to arrange a payment plan. If you are already past that point, free debt advice from StepChange (0800 138 1111) or Citizens Advice Leeds (0808 278 7878) can help negotiate with the council and prioritise your debts.
