Lambeth Housing Benefit and Council Tax Support: What's the Difference?

They're Two Separate Benefits

Housing Benefit helps with rent. Council Tax Support (also called Council Tax Reduction) helps with your council tax bill. Both are administered by Lambeth Council — not the DWP — and both are applied for through Lambeth's online portal. But the rules governing each one are completely different.

The confusion runs deep because they used to be applied for on the same form, and Lambeth's current online application still covers both. When you fill in the council tax and housing benefit form on the Lambeth website, you're making two claims at once. But the assessments are separate: you might qualify for one and not the other, and the income limits, capital rules, and calculation methods differ.

Who Still Gets Housing Benefit

Housing Benefit is being phased out for most working-age claimants as they move to Universal Credit. UC includes a housing element that replaces Housing Benefit. But some groups still claim Housing Benefit directly from Lambeth:

  • Pension-age residents who meet the Housing Benefit rules, including the age rules for couples
  • Residents in temporary accommodation placed by the council
  • Residents in certain types of supported or exempt accommodation
  • Some mixed-age couples covered by the 14 May 2019 transitional rules, if they were already entitled to pension-age Housing Benefit or Pension Credit as a couple and have remained continuously entitled under the savings rules

If you claim Universal Credit, your housing costs are usually handled through the UC housing element. Residents in temporary or specified supported accommodation may still need to claim Housing Benefit from Lambeth. You do still need to claim Council Tax Reduction separately, because UC doesn't cover council tax.

How Council Tax Reduction Works Differently

Lambeth runs a local working-age Council Tax Reduction scheme based on income bands. Your net weekly earned income and the number of children in your household determine which band you fall into, and the band sets the percentage discount — from 73.5% (Band 1, zero earned income) down to 15% (Band 5). If your net earnings exceed the Band 5 ceiling (£380 per week for a single person with no children), you get nothing.

Housing Benefit uses a different calculation based on applicable amounts, eligible rent, and a different set of income disregards. The two assessments share some information — both need your income, savings, and household details — but the formulas produce different results.

The capital limits also differ by scheme and age. Lambeth's working-age Council Tax Reduction scheme cuts off at £10,000. Housing Benefit generally has a £16,000 upper limit, but tariff income starts above £6,000 for working-age claims and above £10,000 for pension-age claims. Pension Credit Guarantee Credit can remove the upper limit.

The Universal Credit Trap

The single biggest mistake Lambeth residents make: assuming that claiming Universal Credit means their council tax is covered. It doesn't. The DWP does notify Lambeth when you claim UC, but that notification is not an application for Council Tax Reduction. You must apply separately through Lambeth's portal.

Every month you delay is a month of unclaimed support. Working-age backdating is limited to 13 weeks and requires proof of continuous "good cause" for the delay — simply not knowing you needed to apply separately doesn't qualify.

Applying for Both at Once

If you're eligible for both Housing Benefit and Council Tax Reduction, Lambeth's online form handles both claims in a single submission. You'll provide your income details, household information, and evidence once, and Lambeth will assess both entitlements.

The evidence requirements overlap significantly: proof of identity, income, savings, and household composition serve both claims. But Housing Benefit also needs your tenancy agreement and proof of rent, while Council Tax Reduction needs your council tax bill reference number.

If your housing costs are covered through Universal Credit, you only need the Council Tax Reduction side. If you live in temporary or specified supported accommodation, check whether you also need Housing Benefit. Apply for CTR through the MyLambeth portal as soon as you start your UC claim.
