Hounslow CTS Hardship Fund: How to Apply

What the Hardship Fund Is For

Hounslow's working-age Council Tax Reduction scheme caps support at 75%. That means even residents with zero income pay at least 25% of their bill. The CTS Hardship Fund exists as a safety net for working-age households who can't manage that minimum 25% — particularly those who built up arrears when the council switched from the old means-tested system to the current income-banded model.

The fund runs for a fixed two-year transitional period: April 2025 through the 2026/27 financial year. After that, its future depends on a council decision.

Who Qualifies

The fund is exclusively for working-age residents (18 to 65). Pension-age claimants are excluded because the national prescribed scheme already provides up to 100% support with no minimum contribution.

To be eligible, you need to demonstrate financial hardship or council tax arrears that resulted from the support cap. The fund isn't a general-purpose grant — it specifically addresses the gap between what the scheme provides and what you can actually afford.

The Citizens Advice Requirement — Not Optional

This is where most applications fail. Hounslow will not process a Hardship Fund application submitted directly by a resident without third-party verification. Before you apply, you must:

  1. Book an appointment with Citizens Advice Hounslow (or another recognised debt advice agency like Crosslight Advice or StepChange)
  2. Complete a full income and expenditure (I&E) assessment with the adviser
  3. Obtain an official supporting letter from the adviser confirming your financial hardship

The council's online system rejects applications that don't include this letter. There's no way around it — the gatekeeping is built into the software.

Citizens Advice Hounslow operates through Community Hubs in libraries across the borough. Appointments can take 1–2 weeks to arrange, so start this process before your arrears worsen.

How to Submit the Application

Once you have the adviser's letter and your I&E form:

  1. Go to the council's support portal (hounslow.gov.uk, under council tax support hardship fund)
  2. Complete the online application form
  3. Upload the supporting letter and income-and-expenditure form
  4. Submit and wait — decisions come within 10 working days

Successful awards are credited directly to your Council Tax account, reducing the arrears or outstanding balance.

Hardship Fund vs Crisis and Resilience Fund

Hounslow runs a separate Crisis and Resilience Fund (CRF) for immediate emergencies — food vouchers, energy bill help, essential furniture. You cannot apply for both the CTS Hardship Fund and the CRF in the same online session. The hardship fund addresses your council tax account specifically, while the CRF covers acute household needs.

If you're facing both a council tax shortfall and a wider financial crisis, the debt adviser at Citizens Advice can help you sequence the applications correctly.

Our Hounslow Council Tax Reduction guide explains the full landscape of support available alongside your council tax reduction claim, including how the hardship fund fits into the broader scheme.
