Southwark Council Tax Hardship Fund: Eligibility, Application, and What It Covers

What Is the Southwark Hardship Fund?

The Hardship Fund is a discretionary pot of money Southwark Council uses to help residents who can't pay their Council Tax even after receiving Council Tax Reduction. It sits on top of CTR as a last-resort safety net — funded by central government allocation and administered through the council's Local Support Team.

The name "hardship fund" suggests it's for anyone in financial difficulty, but the eligibility criteria are far narrower than most residents expect. This isn't general debt relief. It's a targeted scheme with specific qualifying conditions that leave out many people who'd consider themselves in hardship.

Who Actually Qualifies

To be eligible for Southwark's Hardship Fund, you must meet all three criteria:

  1. You've lived in Southwark for at least three months. Recent arrivals in the borough don't qualify, even if they're in severe financial difficulty.

  2. You've been financially affected by welfare reform changes since April 2013. This covers the benefit cap, bedroom tax, Universal Credit migration, local CTR scheme changes, or other welfare reforms that reduced your income.

  3. You receive a qualifying disability-related benefit. This is the gateway that catches most people off guard. You must be receiving one of: DLA Care or Mobility component, PIP Daily Living or Mobility component, Severe Disablement Allowance, ESA Support Element, or the UC Limited Capability for Work and Work-Related Activity element.

That third condition means the Hardship Fund is effectively a disability-linked scheme, not a general hardship fund. A working-age resident on a very low income who doesn't receive a qualifying disability benefit won't qualify, regardless of how severe their financial situation is.

How to Apply

Applications are processed through two routes:

  • By phone: Call Southwark's support line at 020 7525 2434 (the Southwark Emergency Support Scheme number). An adviser will assess whether you meet the criteria and guide you through the process.
  • Online: Submit an application through Southwark Council's website. You'll need to provide proof of your qualifying disability benefit and evidence of your financial situation.

The fund is discretionary, which means Southwark has no legal obligation to make an award even if you meet the criteria. Awards are limited — typically capped at one per household — and funding is finite, so meeting the criteria does not guarantee an award.

What About the Emergency Support Scheme?

Southwark also operates the Emergency Support Scheme (SESS), which is separate from the Hardship Fund. SESS provides one-off emergency grants for residents facing acute financial crisis — things like having no money for food, facing disconnection of essential utilities, or needing emergency travel. It's accessed through the same phone number (020 7525 2434).

SESS isn't specifically tied to Council Tax, but it can help bridge a crisis while a CTR application or Hardship Fund request is being processed.

If You Don't Qualify for the Hardship Fund

If you meet the general hardship criteria but don't receive a qualifying disability benefit, other options exist:

  • Section 13A(1)(c) discretionary relief — Southwark Council has a separate legal power to reduce or write off Council Tax in exceptional circumstances. This is a broader discretion than the Hardship Fund, though the council uses it sparingly.
  • 12-month payment spreading — You can request that your annual bill be spread across 12 monthly instalments instead of the standard 10, which reduces each monthly payment.
  • Step-by-Step debt consolidation — Southwark's internal service that rolls council tax arrears, Housing Benefit overpayments, and rent arrears into a single manageable payment plan. Apply via forms fm_fid=1767 or 1855, or email [email protected].

If you're already in debt and facing enforcement action, contact StepChange (0800 138 1111) or National Debtline for free, accredited debt advice before engaging with the council's recovery team.
