Help Paying Council Tax in Greenwich: What to Do If You're Struggling or in Arrears
A missed council tax payment in Greenwich triggers a sequence that moves fast — reminder, final notice, loss of instalment rights, then a magistrates' court summons with a 10% costs surcharge added to your balance. If you're behind or can see a shortfall coming, acting before the enforcement machinery starts is worth far more than any single payment.
Here is what's actually available and the order in which to pursue it.
Check Whether You Should Be Paying Less
Before looking at debt solutions, make sure you're not overpaying. A surprising number of Greenwich residents miss reductions they qualify for:
- Council Tax Reduction (CTR): means-tested, covers up to 80% of your bill if you're working-age (100% if pension-age). If your income has dropped since you last applied — or you've never applied — check your eligibility
- Single Person Discount: 25% off if you're the only adult in the property. Adult children who are full-time students or have a severe mental impairment are "disregarded" and don't count
- Greenwich Hardship Fund: if you already receive CTR but still can't afford the 20% minimum, this discretionary fund can reduce your bill further — potentially to zero. Greenwich allocated £200,000 for 2026/27
- Disability discounts: SMI exemption, disability band reduction, and care leaver discount each operate separately from CTR
Getting the right reduction in place first means any payment arrangement covers a smaller balance.
Request a 12-Month Payment Spread
By default, Greenwich bills council tax over 10 monthly instalments (April to January). Under Regulation 22 of the Council Tax (Administration and Enforcement) Regulations 1992, you have a statutory right to request 12 monthly instalments instead.
Spreading the same annual bill across 12 months reduces each payment by roughly 17%. You need to request this directly from Greenwich Council's billing team — ideally before you fall behind. Contact them at 020 8921 4900 or through the online portal at royalgreenwich.gov.uk.
If you've already lost instalment rights because of a missed payment and received a "pay the full balance" notice, you can still contact the council to negotiate. Councils routinely agree informal payment arrangements when they can see the alternative is enforcement action that costs both sides time and money.
What Happens If You Don't Act
The enforcement timeline for unpaid council tax in Greenwich follows a statutory path:
- Reminder notice — sent after a missed instalment, giving 7 days to pay
- Final notice — if a second instalment is missed after a reminder, requiring the full year's balance immediately
- Summons — the council applies to the magistrates' court for a Liability Order. This adds approximately 10% in court costs to your balance
- Liability Order — once granted, the council can instruct enforcement agents (bailiffs), attach your earnings, or deduct directly from benefits
The critical window is between the final notice and the summons. Once a summons is issued, you owe the court costs regardless of whether you then pay the council tax in full. Contacting the council before the summons stage keeps more options open and keeps the total bill lower.

The sequence that protects you most is: check your entitlements first (CTR, discounts, hardship fund), request a 12-month spread if you haven't already, and contact the council directly to arrange payment before enforcement begins. If the situation is complicated — multiple debts, benefit issues, or you've already received a summons — go straight to Citizens Advice Greenwich or StepChange.
