Enfield Council Tax Non-Dependant Deductions: Rates, Rules, and Exemptions
What a Non-Dependant Deduction Is
If an adult lives in your household and they are not your partner or a dependent child, Enfield treats them as a "non-dependant." The council then applies a fixed weekly deduction to your Council Tax Reduction — regardless of whether that person actually contributes anything towards the bills.
This is the rule that catches families off guard. An adult son or daughter living at home, an elderly parent, a lodger who is not paying a commercial rate — all of them can trigger deductions that eat into or eliminate your award entirely.
The 2026/27 Deduction Rates
The amount deducted depends on the non-dependant's gross weekly income:
- On out-of-work benefits (Income Support, income-based JSA, income-related ESA, UC with no work): £5.52 per week
- Low to moderate earners: a scaled rate that increases with income, uplifted by 20% under Enfield's scheme
- High earners (gross income over £511 per week): £24.60 per week
Each non-dependant in the household generates a separate deduction. Two adult children earning over £511 per week each would create £49.20 in weekly deductions — which on a maximum 50% award of £20 per week (Band C) would reduce the entitlement well past zero.
When Deductions Do Not Apply
The deduction is waived entirely in several situations:
- The claimant or their partner receives DLA care component (middle or highest rate), PIP daily living component, or Attendance Allowance
- The non-dependant is a full-time student
- The non-dependant is under 18 years old
- The non-dependant is a commercial boarder or lodger paying a market-rate rent (they are not classified as a non-dependant at all)
The disability exemption is significant. If you receive PIP daily living, every non-dependant deduction in your household is removed — even if your adult child earns well above the £511 threshold. This single rule can be the difference between a full award and nothing.

The Evidence Problem
Enfield requires evidence of each non-dependant's income to set the correct deduction rate. You need to provide their payslips or benefit award letters as part of your application.
The practical difficulty is that non-dependants have no obligation to hand over their financial information to you. If a non-dependant refuses to provide evidence, contact Enfield to ask what information it can use to assess the applicable deduction rate.
How This Interacts With the 50% Cap
The deduction is taken from your calculated Council Tax Reduction, not from your bill. If your maximum reduction is £20 per week (50% of Band C) and the non-dependant deduction is £24.60, your reduction drops to zero. You pay the full Council Tax bill.
This is not a rare edge case. For any household with a working adult who is not the claimant's partner, the non-dependant deduction can significantly erode or eliminate the reduction.
The Enfield Council Tax Reduction guide includes a non-dependant deduction worksheet that maps each household member's status against the deduction schedule, so you know exactly what to expect before submitting your claim.
