East Riding Council Tax Review Form: What Happens If You Miss the 21-Day Deadline

Why the Council Sends Review Forms

East Riding of Yorkshire Council periodically audits ongoing Council Tax Support claims by sending review questionnaires. These are routine — the council needs updated proof that your income, savings and household circumstances still match the basis of your current award.

You might receive one at any point during the year, though they're most common after annual benefit upratings in April or when the council receives a data change notification from the DWP.

The 21-Day Deadline

From the date you receive the review form, you have exactly 21 days to complete and return it with updated evidence. This deadline is strict.

The form typically asks for:

  • Current income details (payslips, UC breakdown, self-employment accounts)
  • Updated bank statements showing all accounts
  • Status of every non-dependant adult in your household
  • Any changes to your living arrangements

If you're employed with variable hours, you'll need your most recent payslips. If you're on Universal Credit, the council wants your latest full UC breakdown statement showing all elements and deductions.

What Happens If You Miss It

If the 21-day deadline passes without a completed return:

  1. Your Council Tax Support is cancelled — the council removes the reduction from your account immediately
  2. A revised bill is issued — reflecting the full, unreduced council tax for the period from cancellation
  3. A penalty charge may apply — the council can add a statutory penalty for non-compliance

The cancellation isn't a warning or a temporary suspension. Your support stops and you're liable for the full bill from that point until you submit a fresh application and it's processed.

How to Get Your Support Reinstated

If you've missed the deadline, submit a new Council Tax Support application as quickly as possible through eastriding.gov.uk/mycounciltax. The new application is treated as a fresh claim — your entitlement starts from the Monday after the council receives it, not from when your previous award was cancelled.

Backdating rules apply: working-age claimants can backdate by a maximum of one month with demonstrated good cause. If you missed the review form because of a genuine emergency (hospitalisation, bereavement), you may have grounds — but forgetting or being busy won't qualify.

Avoiding Problems with Review Forms

  • Note the date you receive the form and count 21 days from there
  • Gather your evidence before starting the form — don't submit it incomplete and plan to send documents later
  • If you can't meet the deadline, contact the council before it expires to explain the delay. This won't automatically extend the deadline but may help if you need to make a backdating request later
  • Keep a copy of everything you submit and note the submission date

The East Riding Council Tax Reduction guide includes a change-of-circumstances log template designed to track review form deadlines and evidence submissions.
