Ealing Council Tax 20% Minimum Payment: Who Pays It and Who Doesn't
What the 20% Minimum Payment Actually Is
Under Ealing's 2026/27 working-age Council Tax Reduction scheme, non-protected households must contribute at least 20% of their council tax bill — even when they have zero countable income. The maximum reduction a non-protected applicant can receive is 80%.
On a Band D property, 20% of the annual bill is roughly £400. For someone on the lowest possible income, that £400 is real money, spread across ten monthly instalments of around £40.
This floor applies regardless of how little you earn. A non-protected applicant in Band 1 (weekly income £0–£154.18) gets 80% off and pays 20%. An applicant in Band 2 (£154.19–£179.89) gets 60% off and pays 40%. The 20% is just the starting point — it climbs from there as your income rises.
Why Some People Pay 0%
Protected households have no minimum payment. At Band 1, a protected applicant receives 100% Council Tax Reduction and pays nothing.
The difference between 0% and 20% on a Band D property is around £400/year. Across a Band E or F property, the gap widens further. So confirming whether you qualify for protected status is one of the highest-value checks you can make.
You qualify for protected status if you or your partner receive PIP, DLA, Attendance Allowance, Employment and Support Allowance (ESA), Carer's Allowance, or an Armed Forces Independence Payment, or have underlying entitlement to Carer's Allowance. Universal Credit claimants qualify if their award includes a Limited Capability for Work element, a disabled child element, or a carer element. Single parents with a child under five and care leavers under 25 also qualify.
What If You Can't Afford the 20%
Even the minimum payment can be unaffordable for households in genuine hardship. Ealing Council operates a Discretionary Council Tax Discount (DCTD) under Section 13A(1)(c) of the Local Government Finance Act 1992. This is separate from the main CTR scheme — you can apply for it whether or not you receive CTR.
The DCTD provides temporary help applied directly to your council tax account. Applications go through My Account at ealing.gov.uk. The award is at the council's discretion and generally reserved for severe financial difficulty.
Ealing also runs the Crisis and Resilience Fund, which offers emergency support and financial counselling for households facing debt. If the 20% payment is tipping you into arrears, contact Ealing Advice Service (020 8579 8429) before the debt escalates — they can help with both the DCTD application and broader financial planning.

The Minimum Payment Across London
Every London borough sets its own working-age CTR scheme, and minimum payments vary. Some boroughs have no minimum payment for any working-age applicant; others set it at 25% or higher. Ealing's 20% sits in the middle of the range for London councils.
If you're moving between boroughs, don't assume the rules carry over. Each council's scheme, income bands, and minimum payment threshold are independent.
The Ealing Council Tax Reduction guide includes the full protected status checklist and a step-by-step path through the discretionary discount application if the minimum payment is beyond what your household can manage.
