Dudley Council Tax Reduction for Pension Age Residents — Full Guide

Dudley's working-age Council Tax Reduction scheme has a 60% minimum payment and a Band C cap. If you have reached State Pension age, neither of those rules applies to you. Pension age residents fall under a national prescribed scheme that can reduce your council tax bill by up to 100%.

This is one of the most important distinctions in Dudley's council tax system, and the one that causes the most confusion when people assume the working-age rules apply to everyone.

How the Pension Age Scheme Differs

The pension age CTR scheme is set by central government regulations, not by Dudley Council. That means the local restrictions — the 60% minimum payment, the Band C calculation cap, the flat £5.00 non-dependant deduction — do not apply. Instead:

  • Maximum reduction: Up to 100% of your council tax bill (the working-age scheme caps at 40%)
  • No band cap: Your actual property band is used in the calculation, not a Band C substitute
  • No minimum payment: If your income is low enough, you pay nothing
  • Non-dependant deductions: Tiered by the non-dependant's income (not a flat £5.00), and fully waived if you or your partner receive Attendance Allowance, PIP daily living, or DLA care component
  • Capital: The usual upper limit is £16,000, except where Pension Credit Guarantee Credit rules apply. Under the pension-age rules, the first £10,000 is disregarded; above that, tariff income is £1 a week for each £500 or part of £500.

When You Qualify for the Pension Age Scheme

You fall under the pension age scheme once you reach the qualifying age for Pension Credit. In 2026/27 that is 66 years old. If you are not sure, check your State Pension age on the GOV.UK State Pension age calculator.

There is one important exception. If you have a partner who is under State Pension age, you are treated as a mixed-age couple. Mixed-age couples formed after May 2019 are assessed under working-age rules for means-tested benefits and usually for local CTR as well. This means the 60% minimum payment and Band C cap would apply, even though one partner has reached pension age.

If you were already receiving Pension Credit or pension age CTR before the May 2019 boundary, you stay on the pension age scheme as long as your claim is continuous.

How Much You Could Get

A pensioner living alone in a Band D property in Dudley with income at or below the applicable amount (the statutory threshold for household needs) would receive a 100% reduction and pay no council tax at all. With the 25% single person discount applied first, the net liability is already lower — and full CTR wipes out the rest.

Even with income above the threshold, the taper is graduated. Excess income reduces the award by 20% of the amount above the threshold, which is gentler than many people expect.

How to Apply

The application process is the same as for working-age CTR. Apply through the MyDudley portal at my.dudley.gov.uk or phone 0300 555 8100. You need:

  • Proof of identity and address
  • Pension statements (State Pension, occupational pensions, private pensions)
  • Benefit award letters (Pension Credit, Attendance Allowance, PIP if applicable)
  • Bank statements for the last two months (all accounts, including savings)
  • Details of any other adults living in the property

If you receive Pension Credit Guarantee Credit, the pension-age scheme generally disregards your income and capital in the calculation and passports you to maximum CTR. You still need to make a local claim and provide any household or non-dependant information Dudley requests.

Second Adult Rebate for Pensioners

Working-age residents in Dudley lost access to Second Adult Rebate (also called Alternative Maximum CTR) on 1 April 2025. Pension age residents still have it.

Second Adult Rebate applies when you do not personally qualify for CTR (because your own income is too high) but you share your home with a second adult who is on a low income. The reduction is based on the second adult's income, not yours — and it can be worth up to 25% off your bill.

You cannot claim both Second Adult Rebate and standard CTR at the same time. The council will calculate both and give you whichever is higher.

What to Do Next

If you are approaching State Pension age and currently receive Dudley's working-age CTR, contact the Benefits team before your birthday to ask whether updated information or an application is needed. Check for a revised decision and bill after the change in age rules.
