Reporting a Change of Circumstances for Dudley Council Tax Reduction

The 21-Day Rule

Once you're receiving Council Tax Reduction in Dudley, you have a legal obligation to report any change in your household or financial circumstances within 21 days of the change occurring. This isn't a guideline — it's a statutory requirement, and Dudley enforces it.

The penalty for failing to report a change that reduces your entitlement is £70, charged directly to your council tax account. On top of that, any CTR you received that you weren't entitled to becomes an "excess reduction" (overpayment) that Dudley adds back to your bill.

What You Must Report

Dudley's list of reportable changes covers essentially anything that could affect your award:

Income changes: Increases or decreases in wages, self-employed earnings, pensions, or any other income. This includes pay rises, overtime, losing a job, or starting a new one.

Universal Credit fluctuations: Changes in your UC payment amount or the composition of your elements. If your UC goes up because you lost work and gained the standard allowance without earnings deductions, that affects your CTR income assessment.

Savings and capital: Opening or closing bank accounts, receiving an inheritance, selling property, or any change that pushes your total household capital above (or below) the thresholds.

Household composition: Someone moving in or out — a partner, an adult child returning home, a non-dependant leaving. A birth. A bereavement. These affect non-dependant deductions, single person discount, and your applicable amount.

Moving home: Even within the Dudley borough, a move changes your council tax band and potentially your liability.

Benefit changes: Starting, stopping, or changing disability benefits (PIP, DLA, Attendance Allowance). If you lose PIP Daily Living, the non-dependant deduction waiver disappears and your CTR drops by £5 per week for each non-dependant adult.

How to Report

Two channels:

  1. Online: Use the "Report Housing Benefit and/or Council Tax Reduction Change of Circumstances" form on dudley.gov.uk
  2. Phone: Call Benefits Services on 0300 555 8100 (Monday to Friday, 8:30am to 5:00pm)

For the online form, you'll need the specific details and dates of what changed. Keep a record of the submission reference number and date.

What Happens After You Report

Dudley recalculates your CTR based on the new information. If the change increases your entitlement (lost a job, income dropped), your CTR goes up and your bill decreases. If the change reduces your entitlement (got a pay rise, partner moved in), your CTR goes down.

Either way, you receive a revised council tax demand notice with recalculated monthly instalments. The adjustment is applied from the date the change occurred, not the date you reported it.

The Overpayment Recovery Process

If Dudley discovers an unreported change — through DWP data-matching, periodic reviews, or the National Fraud Initiative — they recalculate your entitlement retrospectively. The difference between what you received and what you should have received is debited to your council tax account.

You'll get a revised demand notice showing the increased balance and new instalment amounts. If you can't pay the revised instalments, the council can initiate statutory recovery under the Council Tax (Administration and Enforcement) Regulations 1992 — starting with reminders, escalating to summons, liability orders, and eventually enforcement agents.

Periodic Reviews: The Council Checks Too

Dudley conducts targeted reviews using DWP data-matching routines and the Housing Benefit Award Accuracy initiative. If you're selected, you'll receive a "Housing and/or Council Tax Reduction Review Form" with a deadline to complete and return it.

Failing to return the review form on time results in immediate suspension or termination of your CTR award. The council doesn't chase you — they simply stop the reduction and issue a demand for the full, unreduced council tax amount.

Changes That Can Work in Your Favour

Reporting isn't always bad news. If your income drops, a non-dependant moves out, or you start receiving PIP Daily Living, your CTR should increase. But Dudley won't know unless you tell them. And since CTR isn't usually backdated for working-age claimants, delays in reporting positive changes mean you miss out on higher support.

Report promptly in both directions. The 21-day window applies regardless of whether the change helps or hurts your award.

The Dudley Council Tax Reduction guide includes a Change of Circumstances Tracker to help you log reportable events and their 21-day deadlines.
