Doncaster Council Tax Reduction Savings Limit

If your savings exceed £16,000, you cannot receive Council Tax Reduction in Doncaster — regardless of how low your income is. It's a hard cutoff with no discretion.

This trips people up because the limit applies to total capital, not just the balance in your current account. The council looks at everything liquid.

What Counts as Capital

Doncaster Council counts your combined holdings across:

  • Bank accounts — current accounts, savings accounts, joint accounts (your share)
  • Cash ISAs and investment ISAs
  • Premium Bonds
  • Stocks, shares, and unit trusts
  • Any money held in trust (with specific exceptions)

It doesn't count the home you live in, household furniture, or personal possessions. Your car is generally excluded unless you're holding multiple vehicles as investments.

The council requires two consecutive months of full statements for every account you hold — not just the main one. If you have a savings account with £200 sitting in it that you've forgotten about, you still need to declare it and provide statements.

The Three Zones

Your capital falls into one of three ranges, each treated differently:

Under £6,000: Fully ignored. Your savings don't affect your Council Tax Reduction at all.

£6,000 to £16,000: The council applies standard tariff-income rules to your capital in this range. The resulting notional income is added to your other assessed income for the means test.

For example, £10,000 in savings falls within this tariff-income range, so the council adds notional income under its standard rules when calculating your award.

Over £16,000: Complete exclusion. No Council Tax Reduction at all.

The Boundary Is Strict

The £16,000 limit applies on the date your claim is assessed. If your capital sits at £16,001 when the council checks, you're excluded for the entire period until it drops back below the threshold.

This creates a cliff edge. A person with £15,900 in savings receives Council Tax Reduction (reduced by tariff income, but they're in the system). A person with £16,100 receives nothing. There's no gradual phase-out above £16,000 — it's a binary cutoff.

If you're close to the boundary, timing matters. Large lump-sum payments — a redundancy payout, an insurance settlement, a backdated benefit payment — can temporarily push you over £16,000. Some of these may qualify for specific capital disregards (personal injury compensation held in trust is one example), but the disregard rules are narrow and case-specific.

Joint Claims and Capital

For couples, the council assesses combined capital. If you have £8,000 and your partner has £9,000, your total capital is £17,000 — above the limit, and your claim is refused.

Declare joint accounts and provide evidence of each person's share if it is not equally owned.

Pension Credit Guarantee Credit Exception

One narrow exception exists: if you receive Pension Credit Guarantee Credit, the £16,000 capital limit does not apply to you. This is a national prescribed requirement that overrides the local scheme rules.

This exception only helps pension-age claimants on Guarantee Credit — working-age residents cannot access it.

Plan Around the Limit

If you're approaching £16,000 in savings and think you might need Council Tax Reduction, don't try to hide capital — the council cross-checks bank statements and can investigate suspected deprivation of capital (deliberately reducing savings to qualify). Instead, apply while you're still under the threshold and report changes if your savings position shifts.

Our Doncaster Council Tax Reduction guide explains how the capital assessment works in full, including which capital disregards may apply to your situation and how tariff income interacts with the 30% taper on your earned income.
