Coventry Council Tax Support Savings Limit: Capital Rules Explained

One question comes up constantly with Coventry's council tax support: how much can you have in savings before you lose eligibility? The answer is straightforward, but the detail around what counts — and what doesn't — trips people up.

The £16,000 Hard Cutoff

If your total household capital exceeds £16,000, you're automatically disqualified from Coventry's working-age council tax support scheme. It doesn't matter how low your income is. Cross that line and your entitlement drops to zero.

This applies to the combined capital of both you and your partner. The council counts bank balances, building society accounts, ISAs, stocks, shares, premium bonds, and the value of any property you own that isn't your main home.

The £6,000 Lower Threshold

Capital below £6,000 is fully disregarded — it doesn't affect your claim. Between £6,000 and £16,000, the council treats your savings as weekly income of £1 for every £250 (or part of £250) above £6,000. This tariff income is added to your other assessed income before calculating your excess income band.

So if you have £8,000 in savings, that's £2,000 above the lower threshold. Divided by £250, that's £8 per week added to your assessed income. It's not a huge amount, but it could push you from one income band to the next.

What Doesn't Count as Capital

Certain assets are excluded from the £16,000 calculation:

  • Your main home — the property you live in and pay council tax on
  • Personal injury compensation held in a trust or managed by a court-appointed deputy
  • Statutory redress payments — compensation paid under specific government schemes
  • The surrender value of life insurance policies

The council also disregards certain business assets for self-employed applicants, though the rules are tighter than for other benefit assessments.

Pensioners on Guarantee Pension Credit

If you've reached State Pension age and receive the guarantee element of Pension Credit, the £16,000 capital limit doesn't apply to you at all. Pensioners on Guarantee Credit can hold any amount of capital and still qualify for council tax support under the national pension-age scheme.

Pensioners who don't receive Guarantee Credit face the same £16,000 limit, but are assessed under the more generous national taper rules rather than Coventry's income bands.

Two Months of Statements for Every Account

When you apply, the council requires two consecutive months of bank statements for every account you hold — including zero-balance or overdrawn accounts. Missing even one account can delay your claim beyond the standard two-to-four-week processing window.

If your savings are close to the £16,000 line, provide full and accurate details in your claim. The scheme treats capital you deliberately deprive yourself of to secure or increase a reduction as notional capital, subject to its rules.
