Council Tax Student Exemption Evidence and Documents Required
The Core Document: Your Student Certificate
For a full-time higher-education student, the core document is a statutory council tax student certificate. This isn't a generic letter from your university — it's a specific document prescribed by Article 5 of the Council Tax (Discount Disregards) Order 1992, and your institution is legally required to issue one free of charge.
A valid certificate must contain:
- The official name and address of your educational establishment
- Your full legal name and date of birth
- The formal title of your course
- A statement confirming the course meets the full-time criteria (at least 24 weeks per year, averaging at least 21 hours per week)
- The exact start date and expected completion date of your course
- Your term-time residential address
If your certificate is missing any of these elements, your council may reject the claim. Most universities generate certificates through their student records portal — check yours before downloading, and make sure the address matches the property you're claiming for.
Evidence by Claim Type
The documents you need depend on your household situation.
All-student household (Class N exemption): A statutory council tax certificate for every adult resident, plus a copy of the signed tenancy agreement showing all resident names, the property address, and the tenancy dates. The council needs to confirm that every person in the property is a qualifying student.
Mixed household (student disregard + 25% discount): The student's council tax certificate, plus proof of who else lives in the property. The non-student resident applies for the 25% single person discount while the student submits their certificate to be disregarded.
School or college leaver (under 20): A letter from the further education college confirming enrolment on a non-advanced course exceeding 3 months with at least 12 hours of weekly daytime tuition, or confirmation of the course completion date showing the student was under 20 on 30 April.
Non-UK dependant spouse: The primary student's council tax certificate, plus the marriage or civil partnership certificate, the spouse's passport biodata page, and their UK visa showing Dependant leave with "No Work" and "No Recourse to Public Funds" endorsements.
Student nurse: Your standard council tax certificate, plus evidence of enrolment on an NMC-approved pre-registration course if the council requests additional evidence of your nursing programme status.
Automated Data Sharing
In many university cities, councils and higher education institutions share student enrolment data electronically. If you consented to data sharing during your university registration, the council may already have your student status on file and won't require a paper certificate.
This doesn't always work smoothly. Data sharing typically covers straightforward full-time undergraduates and may not pick up postgraduate researchers, part-time students who've crossed the 21-hour threshold, or students who enrolled late. If your council has sent you a bill despite automated data sharing, submit a manual certificate anyway.

If the council loses your claim or disputes that you submitted it — something that happens more often than it should — these records are your evidence trail. The Council Tax Student Exemption guide includes a structured evidence checklist and a council communication log to track every interaction from initial claim through to confirmation.
