Council Tax Revaluation 2028 Wales: What the Proposed Deferral Means for Band Challenges Now

The Welsh Government Plans to Defer the Revaluation

The Local Government Finance (Wales) Act 2024 sets five-yearly council tax revaluations, with the next scheduled for 1 April 2028. On 20 October 2026, the Welsh Government announced it will bring forward legislation next month to defer the revaluation until the next Senedd term. Until that legislation takes effect, 1 April 2028 remains the statutory date.

The 2005 Valuation List — based on property values as of 1 April 2003 — remains the active statutory baseline across all 22 Welsh billing authorities. The replacement date has not yet been announced.

Should You Wait or Challenge Now?

A common reaction to revaluation talk is "I'll just wait — they'll fix my band when the revaluation happens." This is risky for three reasons.

The replacement date has not been announced. The current statutory date is 1 April 2028, but the Welsh Government has announced that it will introduce legislation to defer the revaluation until the next Senedd term. Waiting could mean continuing to overpay for another three, five, or more years.

A revaluation doesn't automatically lower your band. Revaluations reset the baseline (from 2003 values to a new date), but they also reset band thresholds. If property values in your area have risen proportionally, your relative position — and therefore your band — may not change at all. A revaluation is not a correction mechanism for individual banding errors.

Backdating is limited. For an error in the compiled list, the effective date is the later of 1 April 2005 or the day six years before the alteration is entered in the list. Every year you wait can move that six-year limit forward and reduce the period available for a current correction.

What the 2025 Reforms Changed

The Welsh Government has announced plans to defer the revaluation, but legislation to change the 2028 date has not yet taken effect. Separately, procedural reforms to the proposals and appeals system under SI 2025/1323 took effect on 1 February 2026.

The key changes:

  • Automatic referral removed — Proposals that the VOA fails to resolve within the decision window no longer transfer automatically to the Valuation Tribunal for Wales. Householders must actively lodge their own appeal.
  • 4-month VOA decision window — The VOA now has a statutory four months to issue a decision on formal proposals, tightening the old timeline.
  • New tribunal case management powers — The VTW can issue binding directions, strike out non-compliant appeals, exclude late evidence, and stay proceedings.

These changes are live now, regardless of when or whether a revaluation happens.

The Practical Takeaway

If your council tax band looks wrong based on comparable 2003-era evidence, there's no strategic advantage to waiting for a revaluation currently scheduled for 1 April 2028, with a deferral planned but no replacement date announced. The current challenge and appeal system is fully operational, and any refund for an error in the compiled list follows the six-year backdating rule. The procedural reforms have streamlined the process.

The Challenging Your Council Tax Band in Wales guide covers the process under the current 2003 valuation list, including how the 2025 reforms affect deadlines, proposal requirements, and tribunal procedure.
