Council Tax Reduction vs Council Tax Discount in Liverpool
People in Liverpool regularly confuse Council Tax Reduction with council tax discounts, or assume the Housing Element of Universal Credit covers their council tax. These are all different things, and mixing them up leads to missed claims and unexpected bills.
Council Tax Reduction vs Statutory Discounts
Council Tax Reduction (also called Council Tax Support) is Liverpool City Council's income-based scheme for working-age residents on low incomes. It's means-tested: the council looks at your net monthly earnings, places you in an income band, and reduces your bill by 84%, 60%, 40%, or 20% depending on that band. You apply through the Citizen Access Benefits portal and the council assesses your eligibility.
Statutory discounts are based on your household circumstances, not your income. They are separate from CTR and may need a separate application. The main ones:
- Single Person Discount (25%) — one adult is counted as living in the property as their sole or main residence
- Severe Mental Impairment exemption — a resident certified as severely mentally impaired is disregarded for council tax purposes
- Disabled Band Reduction — an adapted property is billed at one band lower
- Student exemption (100%) — all residents are full-time students
- Carer disregard — a resident providing 35+ hours of care per week is disregarded
The crucial difference: statutory discounts reduce your bill first, and then Council Tax Reduction is calculated on the reduced amount. They stack. A household with the 25% Single Person Discount and a 60% Council Tax Reduction doesn't get 85% off — the SPD reduces the bill by 25%, then CTR takes 60% off the remaining 75%.
Council Tax Reduction vs Housing Benefit / UC Housing Element
Housing Benefit (being phased out) and the Housing Element of Universal Credit help with eligible rent and housing costs. They have nothing to do with council tax.
Council Tax Reduction is a separate claim to a separate organisation. UC Housing Element goes to the DWP; Council Tax Reduction goes to Liverpool City Council. Telling the DWP about your housing costs does not create a Council Tax Reduction claim.
This confusion is a common reason Liverpool residents end up with council tax arrears. They claim UC, assume everything is covered, and discover months later that their council tax has been accruing at the full rate with no reduction applied.
The Old Council Tax Benefit vs the Current System
Before April 2013, there was a national scheme called Council Tax Benefit. It could cover up to 100% of your bill and was administered centrally. When it was abolished, each council designed its own replacement scheme.
Liverpool's replacement — the current Council Tax Reduction scheme — caps working-age support at 84% and uses income bands instead of a continuous taper. Pension-age claimants are still covered by nationally prescribed rules that can provide up to 100% reduction.
If you last claimed "council tax benefit" before 2013, the system has changed significantly. The name is different, the rules are different, and the application process is different.

Discretionary Housing Payments vs Section 13A
One more pair that gets confused. Discretionary Housing Payments (DHP) help with rent shortfalls — if your UC Housing Element doesn't cover your full rent, you can apply for a DHP top-up. Section 13A discretionary relief helps with council tax specifically — it's a separate application to a separate team within the council.
Applying for a DHP does nothing for your council tax bill. If you need help with both rent and council tax, you need two separate applications.
Our Liverpool Council Tax Reduction guide explains how all these schemes interact, shows which applications you need to make separately, and walks through the stacking order so you can calculate your actual liability.
