Council Tax Reduction Scotland Eligibility: Working Age and Pension Age Rules

The Three Basic Requirements

To qualify for Council Tax Reduction (CTR) in Scotland, you need to satisfy three conditions:

  1. You're legally liable for council tax at a property in Scotland — you're named on the bill as the owner, tenant, or liable person
  2. That property is your sole or main residence — not a second home or holiday let
  3. Your household income and savings are within the scheme's limits — assessed through a means test

If a partner lives with you, their income and savings are included in the assessment regardless of whether they're named on the council tax bill.

Working-Age Rules (SSI 2021/249)

You fall under the working-age regulations if you haven't reached State Pension age, or if you have reached it but your partner hasn't (mixed-age couples go through working-age rules in most cases).

Maximum reduction if you or your partner receive:

  • Income Support
  • Income-based Jobseeker's Allowance
  • Income-related Employment and Support Allowance

Means-tested for everyone else, including Universal Credit claimants. The council compares your weekly income against your "applicable amount" — the government's figure for what you need to live on. If your income is below that figure, you get the maximum reduction. If it's above, 20p comes off your CTR for every £1 of excess.

The maximum award can cover 100% of your net eligible Council Tax liability, subject to any non-dependant deductions.

Savings limits:

  • Up to and including £6,000 — ignored
  • Over £6,000 to £16,000 — generates "tariff income" of £1 per week for every £250 above £6,000
  • Over £16,000 — you cannot claim

Pension-Age Rules (SSI 2012/319)

You're assessed under pension-age regulations if both you and your partner (if you have one) have reached State Pension age, and neither of you receives UC, income-based JSA, income-related ESA, or Income Support.

Maximum reduction if you receive Pension Credit (Guarantee Credit). Under this route, capital is completely ignored — you could have £50,000 in savings and still qualify. The maximum award can cover 100% of your net eligible liability, subject to any non-dependant deductions.

Means-tested otherwise, with more generous thresholds than the working-age scheme:

  • Capital up to and including £10,000 is ignored (versus £6,000 for working age)
  • Capital over £10,000 to £16,000 attracts tariff income of £1 per week for every £500 above £10,000 (versus every £250 for working age)
  • The £16,000 upper limit still applies unless you're on Guarantee Credit

For 2026/27, the Pension Credit Guarantee Credit baseline is £238.00 per week for a single person and £363.25 for a couple.

Mixed-Age Couples

If one partner has reached State Pension age and the other hasn't, you're generally assessed under working-age rules. The pension-age scheme's more generous capital thresholds and disregards don't apply.

The exception: if you held an existing Pension Credit (Guarantee Credit) award before the policy change and have maintained it unbroken, specific saving provisions may protect your access to pension-age rules. This is a narrow exception — most mixed-age couples go through the working-age pathway.

Who Can't Claim

  • Full-time students (with exceptions for student parents, disabled students, and foster carers)
  • People subject to immigration control with a No Recourse to Public Funds condition
  • Anyone with capital over £16,000 (unless on Guarantee Credit)
  • People who don't live in the property as their main home

Finding Out for Certain

Online benefit calculators from Turn2us and entitledto can estimate your entitlement, but they aren't official decisions. Only your local council can determine whether you qualify and how much you'll receive.

Our Council Tax Reduction in Scotland guide breaks down both the working-age and pension-age eligibility rules with worked examples, explains exactly how the means test calculation works, and includes the evidence checklist you'll need when you apply.
