Free Help with Your Council Tax Reduction Claim
Citizens Advice
Citizens Advice is the broadest free resource for Council Tax Reduction help in England. Local bureaux offer face-to-face appointments where an adviser can review your circumstances, help you understand your council's scheme, and sometimes assist with filling in the application. The national website (citizensadvice.org.uk) has detailed guides covering eligibility, the application process, backdating and appeals.
The limitation is capacity. Most local offices operate by appointment, and wait times can run from a few days to several weeks depending on demand. Some areas have lost bureaux entirely due to funding cuts. If you cannot get an appointment quickly, the national helpline and webchat service can give initial guidance while you wait.
Citizens Advice advisers can also help with the Valuation Tribunal appeal process if your claim has been refused — writing the challenge letter to the council and, in some cases, representing you at the hearing.
Turn2us and Entitledto
Turn2us (turn2us.org.uk) and Entitledto (entitledto.co.uk) run free online benefit calculators that estimate your Council Tax Reduction entitlement based on your postcode, income, savings and household composition. They are useful for checking whether a claim is worth pursuing before you gather all the evidence and start the application.
Both calculators give financial estimates, not binding decisions. They cannot tell you the exact rules of your council's working-age scheme — whether it caps at 80%, uses income bands, or imposes a lower capital limit — because they work from general parameters. But they give a reliable ballpark, and if the calculator says you are likely to qualify, that is a strong signal to proceed with the claim.
Turn2us also maintains a grants database that can identify charitable funds available in your area for people struggling with council tax or other bills.
StepChange and National Debtline
If your council tax situation involves arrears — missed payments, a summons, a liability order or enforcement agents — the right starting point is a regulated debt charity, not a CTR adviser.
StepChange Debt Charity (stepchange.org) provides free, comprehensive debt advice online and by phone. Their advisers can assess your full financial position, recommend a debt solution (payment plan, breathing space, DRO or IVA), and negotiate with your council on your behalf. StepChange is authorised by the Financial Conduct Authority and does not charge fees or earn commissions from referrals.
National Debtline (nationaldebtline.org) offers phone and webchat advice, plus sample letters for dealing with council tax enforcement. Their factsheets on council tax arrears, liability orders and enforcement agent visits are clear and practical.
Both services also help with the interaction between debt and benefits — for instance, making sure that applying for a breathing space does not disrupt an active CTR claim.

MoneyHelper
MoneyHelper (moneyhelper.org.uk) is the government-backed money guidance service. It does not fill in forms or represent you, but its guides on council tax reduction, council tax debt and benefit entitlements are reliable and up to date. MoneyHelper also runs a free telephone service for people who need someone to talk through their options.
Your Council's Own Help
If a disability makes the online process inaccessible, ask the council for a reasonable adjustment under the Equality Act 2010. Depending on your needs and the council's process, this can include a paper form, telephone assistance, or another accessible route.
If you are digitally excluded (no computer, limited smartphone capability, or not confident online), call your council's revenues and benefits team directly and ask for an assisted application. Some councils have dedicated welfare rights teams that go further than basic form-filling and actively check whether you are claiming everything you are entitled to.
Avoid Paid "Council Tax Advisors"
Commercial firms that advertise council tax help online — often with names like "Council Tax Helpline" or "Council Tax Advisors" — typically earn revenue by referring clients to paid insolvency products (IVAs, debt management plans) where the firm receives a referral commission. Their initial advice may be free, but the end destination is a fee-paying product.
Everything these firms do, the free services listed above do better and without commercial incentives. Claiming Council Tax Reduction costs nothing through the official route. Appealing to the Valuation Tribunal is free. Debt advice from StepChange or National Debtline is free and regulated.
The Council Tax Reduction in England guide is a paid self-help workspace for people who want structured checklists, evidence organisers and tracking tools in one PDF — but if money is tight, the free services above cover every step of the claim process. Official application routes through your council are always free.
