Council Tax Exemptions in North Northamptonshire: Students, Empty Properties, and Care Leavers

Council tax exemptions and council tax reduction are different things. An exemption removes your liability entirely (or disregards certain people when counting adults in the property). Council tax reduction is a means-tested discount on whatever bill remains. In North Northamptonshire, knowing which exemptions you qualify for matters because they're applied first — and they can dramatically change how much council tax reduction you're entitled to.

Student Exemptions

A property occupied entirely by qualifying students is exempt from council tax — the bill is zero. A full-time course must last at least one academic or calendar year, include attendance for at least 24 weeks, and involve at least 21 hours of study each week. A separate rule covers students under 20 on a qualifying course up to A-level: it must last at least three months, involve at least 12 hours of study weekly, and take place principally between 8:30 a.m. and 5 p.m.

If you're a full-time student living with a non-student partner or housemate, the property isn't exempt, but you're "disregarded" for the count of adults. If that leaves only one non-disregarded adult in the property, they get the 25% Single Person Discount. The non-student remains liable for the bill and can apply for council tax reduction on whatever's left.

To claim the student exemption or disregard, provide NNC with a student status certificate from your university or college. Most institutions issue these through their student records office.

Students living in halls of residence (where the educational institution holds the council tax liability) don't need to do anything — the exemption is automatic.

Empty Property Exemptions and Premiums

If a property is unoccupied and substantially unfurnished, it may qualify for a temporary exemption:

  • Empty and unfurnished homes: There is no automatic six-month Class C exemption. NNC charges at least the full rate unless another listed exemption applies.
  • Class F (empty because the owner has died): exempt until probate is granted, plus a further six months after probate.
  • Class D (empty because the person who lived there is in prison): exempt for as long as the detention continues.
  • Class E (empty because the person has gone into care): exempt while they remain in the care home.

After any applicable exemption expires, the full council tax applies to the empty property. From 1 April 2026, NNC charges a 100% premium on empty and unfurnished properties empty for one to five years, a 200% premium for five to ten years, and a 300% premium for ten years or more. The premium power was strengthened by the Levelling Up and Regeneration Act 2023, and NNC's Empty Homes Strategy 2026–2030 signals continued use of these charges to encourage bringing homes back into use.

Council tax reduction cannot be claimed on empty properties. It applies only to your sole or main residence.

Care Leavers Discount

North Northamptonshire operates a dedicated Section 13A discount for young people leaving local authority care:

Ages 18 to 20: if you were formerly under the care of Northamptonshire Children's Trust (or its predecessor authorities) and live in North Northamptonshire, you receive a discretionary reduction covering 100% of your remaining council tax liability after all statutory discounts and standard CTR have been applied. The 25% minimum payment that other working-age claimants must pay is effectively waived.

Ages 21 to 24: support isn't automatic. You're first means-tested for standard council tax reduction. If a liability shortfall remains and your personal circumstances are particularly vulnerable, a written supporting statement from your social worker or personal adviser can justify a discretionary award covering the remaining balance.

The care leaver discount is one of only two routes (alongside Section 13A hardship relief) that can eliminate the 25% minimum payment for working-age claimants in North Northamptonshire.

How Exemptions Interact With Council Tax Reduction

The order matters. NNC applies exemptions and statutory discounts first, then calculates council tax reduction on whatever liability remains:

  1. Check for full property exemption (students, qualifying empty-property classes, etc.)
  2. Apply statutory discounts (Single Person Discount, Disabled Band Reduction)
  3. Calculate standard council tax reduction on the remaining net liability (up to the 75% cap for working-age)
  4. Apply a qualifying care-leaver reduction to any remaining liability

If you qualify for both an exemption that reduces the resident count and council tax reduction, you benefit from both — the discount lowers the base bill, and CTR then covers up to 75% of that lower figure.

The North Northamptonshire Council Tax Reduction guide walks through each exemption category and shows exactly how they stack with the reduction scheme to minimise your bill.
