Council Tax Exemptions and Discounts in Waltham Forest: Every Way to Reduce Your Bill

Council Tax Reductions Beyond CTS

Most people searching for help with their Waltham Forest council tax bill jump straight to Council Tax Support — the income-banded scheme that can reduce your liability by up to 85%, depending on your income and circumstances. But CTS is only one route. There are national exemptions and discounts that apply regardless of your income, and some of them wipe the bill entirely.

The catch is that each one has its own rules and its own application process. The council doesn't automatically apply them. Here's what's available in 2026/27 and how to claim each one.

Full Exemptions: When You Pay Nothing

Certain properties are exempt from council tax altogether. The most common in Waltham Forest:

Student households (Class N exemption). If every resident in a property is a full-time student, the property is completely exempt. For most students, Waltham Forest requires a course lasting at least one academic or calendar year, at least 24 weeks of study, tuition or work experience a year, and an average of 21 hours a week; separate criteria apply to some under-20 courses. This applies to halls of residence and shared student houses. You need a council tax exemption certificate from your university or college, which you submit to Waltham Forest.

If only some residents are students, the property loses the full exemption. But the non-student residents may qualify for a single person discount (25%) if only one non-student adult lives there, and any student residents are "disregarded" for counting purposes.

Severely mentally impaired residents (SMI disregard). A person certified by a registered medical practitioner as having a severe impairment of intelligence and social functioning — typically due to dementia, severe learning disability, or brain injury — can be disregarded for council tax purposes. If a qualifying SMI resident lives alone, or every other adult in the property is either severely mentally impaired or a full-time student, the bill is reduced to zero. If one person in a couple has an SMI certificate and the other doesn't, the household qualifies for a 25% discount because only one qualifying adult remains.

The SMI disregard requires a medical certificate from the person's GP or consultant plus proof that they receive a qualifying benefit (PIP daily living, Attendance Allowance, ESA support component, UC with LCWRA, or the highest or middle rate DLA care component). Apply through Council Tax Connect, or use the council's form if applying for someone else.

Unoccupied properties. Waltham Forest lists an exemption when the liable person has moved into a care home. A home left empty after the liable person dies may be exempt while probate or letters of administration are pending, and for up to six months after they are granted (Class F). A property undergoing repairs is not automatically exempt: Waltham Forest says empty or uninhabitable properties remain chargeable unless the Valuation Office Agency removes them from the Council Tax list.

Disabled Band Reduction

This is separate from CTS and separate from the SMI disregard. If someone in your household is substantially and permanently disabled, and your home has features that are essential for their needs — an extra room used mainly for the disabled person, extra bathroom or kitchen, or wheelchair access that requires extra floor space — you can apply for a disabled band reduction.

The reduction works by charging you at one band lower than your property's actual valuation. A Band D property gets charged at the Band C rate (£2,121.74 instead of £2,386.96 in 2026/27), saving £265.22 a year. Band A properties receive a 17% discount.

You apply to Waltham Forest Council with medical evidence of the disability and a description of the relevant property adaptation. The council may send an inspector. This reduction stacks with CTS: the lower band charge becomes the base figure before CTS is calculated.

Care Leaver Discount

Waltham Forest offers local council tax relief for care leavers aged 25 or under who live in the borough. To qualify, you must have been looked after by a local authority for at least 13 weeks since age 14 and still have been looked after when you stopped being of compulsory school age. An eligible care leaver's bill can be reduced to nil.

Apply for Council Tax Support; if you already receive it, apply for the Discretionary Council Tax Hardship Scheme. Your leaving care coach can help. This is a discretionary local discount under section 13A(1)(c) of the Local Government Finance Act 1992, so it doesn't appear in the national rules.

How These Stack With Council Tax Support

The statutory exemptions and discounts listed above are applied before Waltham Forest calculates Council Tax Support. The order matters:

  1. Property exemption — if it applies, your bill is zero and there's nothing left for CTS to reduce
  2. Disabled band reduction — drops your band, reducing the base charge
  3. Single person discount or disregard discount — the single person discount is 25%; the disregard discount is 25% to 50%, depending on who counts in the household. A qualifying exemption can reduce the bill to zero
  4. CTS — the income-banded percentage reduction is calculated on whatever remains

So a disabled single parent in a Band D property could get the disabled band reduction (charged at Band C: £2,121.74), then the single person discount (£1,591.31), and then CTS of up to 85% on that £1,591.31 — bringing the residual bill down to £239. Each layer compounds on the last.

If you're already claiming CTS but haven't applied for a disabled band reduction or SMI disregard you're entitled to, you're paying more than you need to. The Waltham Forest Council Tax Reduction guide walks through the full stacking calculation with worked examples for each income band.

How to Apply

Each reduction has its own application route:

  • Student exemption: apply through Council Tax Connect and provide your student certificate
  • SMI disregard: apply through Council Tax Connect, or use the council's form if applying for someone else; provide a doctor's certificate and proof of a qualifying benefit
  • Disabled band reduction: apply through Council Tax Connect, or use the council's form if applying for someone else; include details of the adaptation
  • Care leaver discount: apply for Council Tax Support; if you already receive it, apply for the Discretionary Council Tax Hardship Scheme. Your leaving care coach can help
  • Council Tax Support: apply through the council's online Citizen Portal at walthamforest.gov.uk — this is a separate application from any of the above

None of these are automatic. Missing one that you're entitled to means overpaying for the rest of the year.
