Council Tax Discounts and Exemptions in Cheshire West and Chester
Discounts That Apply Before Council Tax Reduction
Council Tax Reduction is not the only way to lower your bill. Several statutory discounts and exemptions exist independently of CTR, and most are applied before the CTR calculation begins — meaning they reduce the base figure the council uses to work out your reduction.
Getting the right discounts in place first can significantly improve your financial position, and in some cases eliminate the need for CTR entirely.
Single Person Discount (25%)
If you are the only adult counted for council tax purposes in your property, you can qualify for a 25% discount. Apply through the council's official route. The council applies this first, and your CTR is then calculated on the reduced bill.
Certain adults do not count: full-time students, people with Severe Mental Impairment, live-in carers (not your spouse), and some others. So a household of two adults where one has SMI status would qualify for the single person discount because the SMI individual is "disregarded."
Severe Mental Impairment Disregard
A person who meets the Severe Mental Impairment criteria can be disregarded for council tax purposes. Check the council's official application route for the current evidence and qualifying-benefit requirements.
If the SMI person is the sole resident, the property may be fully exempt from council tax. If they live with one other adult, that household qualifies for the 25% single person discount.

Disability Band Reduction
If your home has an essential feature for a disabled resident — an extra room for a wheelchair, a second bathroom, or significant space taken up by medical equipment — you can apply for a disability band reduction. This drops your property's council tax charge by one band (e.g., Band D is charged at the Band C rate). The reduction is applied before CTR is calculated.
Carer Disregard
Some live-in carers can be disregarded for council tax purposes if they meet the council's criteria. This can trigger the single person discount if no other countable adults remain; check the official council route for the qualifying care and benefit rules.
Care Leaver Discount
Cheshire West and Chester provides a 100% discretionary council tax discount for care leavers up to age 25 who live within the borough and are legally liable for council tax as the sole taxpayer or jointly with another care leaver. The discount is applied after other mandatory discounts like the single person discount. Care leavers from other areas who move into the borough should apply for CTR and general hardship relief instead.
Empty Properties and Second Homes
Empty properties attract a 100% premium after one year of being unoccupied (under the Levelling-up and Regeneration Act 2023). Second homes face a separate 100% premium from April 2025. Council Tax Reduction is not available for empty properties — it requires main residence occupation.
How Discounts Interact with CTR
The sequencing matters. The Single Person Discount reduces your bill by 25% first. A Disability Band Reduction lowers your band before anything else. Then CTR is calculated on whatever remains. Stacking these correctly can dramatically reduce what you actually pay.
The Cheshire West Council Tax Reduction guide explains how each discount interacts with the CTR calculation and walks you through applying for the ones relevant to your household.
