Council Tax Band Challenge Letter Template: What to Include

The VOA's online challenge portal handles most submissions digitally, but whether you use the portal or submit by post, the same elements need to be in your challenge. Missing any of them can lead to an invalidity notice — and a delay that eats into your deadlines.

Mandatory Elements of a Formal Proposal

Under Regulation 5 of the Council Tax (Alteration of Lists and Appeals) (England) Regulations 2009, a formal proposal to the VOA must contain:

  1. Your full name and contact address
  2. Your statutory capacity — are you the owner, the tenant, or the liable taxpayer?
  3. The exact property address being challenged
  4. The specific alteration you are requesting — for example, "reduction from Band D to Band C"
  5. The statutory ground under Regulation 4 that you are relying on — for example, becoming a new taxpayer within six months, a VOA band change within the previous six months, or a qualifying physical change. A suspected compilation error by itself does not extend the six-month formal proposal right.
  6. A statement of facts and evidence supporting the requested change

Leave any of these out, and the Listing Officer can issue an invalidity notice under Regulation 7. Within four weeks of service, you can appeal the invalidity to the VTE or, where Regulation 7 permits, make a further proposal.

Structuring Your Evidence Statement

The statement of facts is where challenges succeed or fail. Keep it factual and structured:

Open with your standing. State when you became the taxpayer and confirm you are within the six-month statutory window (if applicable). Reference your council tax demand notice or Land Registry completion date.

State the error. Explain what you believe is wrong. For example: "The property is currently listed in Band D. Based on comparable properties on the same street and the property's characteristics as of 1 April 1991, I believe the correct band is Band C."

Present your comparators. List each comparator property by address, current band, property type, and floor area. If you have historic sale prices (1989–1993), include them. If you have requested Property Attribute Data (PAD) and it shows discrepancies with the VOA's records for your property, set that out clearly.

Attach supporting documents. PAD printouts, historic sale records, a measured floor plan if relevant, and any photographs that illustrate structural differences between your property and higher-banded neighbours.

An Informal Review Request

If you are outside the six-month window and requesting an informal band review, the format is less rigid — there is no statutory form requirement. But the VOA is more likely to act on a well-structured request than a vague complaint.

Include the same elements: your details, the property address, the band you believe is correct, and your evidence. The VOA asks for addresses for up to five similar lower-banded properties when requesting an informal review. The stronger your evidence, the more likely the Listing Officer will investigate.

Common Mistakes That Trigger Rejection

Vague grounds. "My band seems too high" is not a statutory ground. Cite the specific basis: compilation error, you are a new taxpayer within the statutory window, or a material change has occurred.

Wrong comparators. Comparing a terraced house to a detached, or using properties on the other side of town. Comparators must be the same property type, in the same immediate area, with similar dimensions.

No 1991 evidence. The VOA cares about 1 April 1991 values, not what your house is worth today. The VOA says average house-price information from sites such as Rightmove is not strong evidence.

Missing statutory capacity. If you do not state that you are the owner or tenant, the VOA can reject the proposal as invalid without considering the evidence.

The Paper Form Route

If you cannot use the online portal, the VOA provides a downloadable interactive PDF form. Complete it and email it to [email protected] or post it to your regional VOA office. The same mandatory elements apply — the form just provides structured fields to fill in.

After Submission

For a valid proposal, the VOA must issue a written acknowledgement within 28 days. The Listing Officer has up to four months to investigate and issue a decision notice on a formal proposal. Informal reviews can take up to 12 months.

If the VOA issues an invalidity notice (saying your proposal does not meet the requirements), you have four weeks to appeal that to the VTE. If the VTE decides your proposal was valid, the VOA must proceed with the review.

Our Challenging Your Council Tax Band guide includes fillable letter templates for formal proposals, informal review requests, and PAD data requests — pre-structured with every mandatory element, so nothing is missing when you submit.
