Cornwall Council Tax Reduction for Tenants — Private Renters and Council Tenants

Your tenancy type alone doesn't determine whether you can claim Council Tax Reduction in Cornwall. The person directly liable for council tax may qualify under the same income rules whether they rent privately, from a housing association, or from the council. Some shared or owner-liable arrangements differ, so check whose name is on the council tax bill.

Private Tenants

If you're the person directly liable for council tax in a private rental in Cornwall, you can apply for Council Tax Support the same way as any other resident — through Cornwall Council's online portal, assessed against the working-age scheme rules (75% cap, £6,000 capital limit, zero backdating).

Your rent is separate from council tax. If you're on Universal Credit, your rent help comes through the UC housing element. If you're still on legacy benefits, you claim Housing Benefit from Cornwall Council. Neither payment covers council tax — that requires its own separate CTS claim.

Private tenants face one particular risk: when a tenancy ends and you move to a new property, your Council Tax Support claim doesn't follow the address automatically. Report the move promptly using Cornwall Council's change-of-circumstances form; the council may need a new claim for the new address. Working-age CTS generally cannot be backdated, but if you claim within the same benefit week that your new liability starts, the award can start from the liability date.

Social Housing Tenants (Council and Housing Association)

Cornwall's social housing stock is managed primarily by Cornwall Housing (the council's housing arm) and registered providers like LiveWest, Coastline Housing, and Ocean Housing. If you are the person directly liable for council tax, the same CTS rules apply as for a private tenant.

The CTS application process is identical. However, social housing tenants sometimes have an advantage: housing officers and support workers at your housing association may help you with the application or flag that you haven't claimed. Some registered providers include CTS reminders as part of their tenancy sign-up process.

If you're on Universal Credit, your rent to a social landlord may be paid directly to the landlord through the Alternative Payment Arrangement. This doesn't affect your Council Tax Support claim — council tax is billed separately to the person named as liable, regardless of how the rent is paid.

What to Claim Alongside CTS

Both private and social tenants should check for additional entitlements:

  • Single Person Discount (25%) — If you're the only liable adult in the property, applied before CTS is calculated
  • Disability-related discounts — Disabled Band Reduction Scheme if your home has been adapted for a disability (wheelchair room, extra bathroom)
  • Carer disregard — If someone in the household provides 35+ hours of care per week, they may be disregarded for council tax purposes

These stack with Council Tax Support. The single person discount reduces your base liability, and CTS then covers up to 75% of the reduced amount.

The Key Point for All Tenants

Cornwall Council doesn't know whether you rent privately or from a housing association when it assesses your Council Tax Support — the means test uses your income, capital, and household composition, not your tenancy type. Apply the same way regardless, and do it as soon as you move in.

The Cornwall Council Tax Reduction guide covers the full application process and includes a document checklist so you have everything ready before you open the council's portal.
