Cornwall Council Tax Reduction for Carers — Carer Premiums and Disregards Explained

Unpaid carers in Cornwall often don't realise they're entitled to extra Council Tax Support and potentially a separate council tax discount. The rules split into two distinct mechanisms: a carer premium inside the means-tested Council Tax Support calculation, and a carer disregard that can remove a carer from the household count for council tax liability purposes.

The Carer Premium in Council Tax Support

If you or your partner receive Carer's Allowance — or meet the conditions for it but can't be paid because another benefit overlaps — Cornwall Council adds a Carer Premium to your Applicable Amount when calculating Council Tax Support.

The Applicable Amount is the baseline income figure the council uses. A higher baseline means the gap between your income and the threshold is larger, which means a bigger award (up to the 75% cap).

You also get a higher earnings disregard. Carers qualifying for the premium can have up to £25 per week of earned income ignored in the assessment, compared to £5 for a single person or £10 for a couple without carer status.

To qualify for Carer's Allowance (and the associated premium), you must provide care for at least 35 hours per week to someone receiving PIP daily living, DLA care at the middle or higher rate, or Attendance Allowance.

The Carer Disregard — a Separate Council Tax Discount

This is different from the carer premium. The carer disregard is a council tax discount mechanism under Schedule 1 of the Local Government Finance Act 1992.

If someone in your household provides care for at least 35 hours per week to a severely disabled person who is not their spouse, partner, or child under 18, that carer is "disregarded" for council tax purposes. They're treated as if they don't live there.

Why this matters: if a carer is disregarded and only one other liable adult remains in the property, the household qualifies for the 25% single person discount. That discount applies before Council Tax Support is calculated, reducing the base liability and potentially increasing the percentage of the bill that CTS covers.

The carer disregard applies regardless of the carer's income. It's not means-tested — it's purely about the caring relationship and hours.

How the Two Work Together

A household can benefit from both simultaneously. The carer premium raises the Applicable Amount inside the Council Tax Support calculation, and the carer disregard reduces the council tax liability that the support is calculated against.

For example, a couple where one partner cares for a disabled parent living elsewhere: the carer gets the premium in their CTS assessment. If the same carer instead lives with the disabled person (and the disabled person isn't their spouse or partner), the carer could also be disregarded for the household's own council tax bill.

Claiming Both

The carer premium is applied automatically when Cornwall Council processes your Council Tax Support application, provided your Carer's Allowance status is on the DWP records. Include your Carer's Allowance award letter with your application.

The carer disregard needs a separate notification to Cornwall Council's revenues team (0300 1234 171) with evidence of the caring arrangement. This isn't part of the Council Tax Support application — it's a council tax discount applied to the bill itself.
