Cornwall Council Tax Disabled Band Reduction Scheme — How to Get a Lower Band
The Disabled Band Reduction Scheme drops your council tax bill by one band — a Band D property is charged at Band C rates, Band B at Band A, and Band A properties get a one-sixth reduction. It's a statutory scheme, not discretionary, so Cornwall Council must apply it if you meet the conditions.
Who Qualifies
The scheme applies when a disabled person (the taxpayer, their partner, or another resident) needs and has one of these features in the home:
- A room predominantly used by the disabled person that's essential to their wellbeing but wouldn't be needed by a non-disabled household — for example, a therapy or treatment room, or a room for storing essential medical equipment
- A second bathroom or kitchen required because of the disability
- Sufficient floor space to allow use of a wheelchair indoors, where the wheelchair is used inside the home
The property doesn't need to have been specially built or formally adapted. Using a ground-floor room as a bedroom does not necessarily qualify on its own. The room must be extra and essential or of major importance to the disabled person's wellbeing because of their disability.
What It's Worth
The reduction is equivalent to moving down one council tax band. In Cornwall for 2026/27:
- Band D to Band C saves roughly £250–£350 per year depending on parish precepts
- Band B to Band A saves about the same as Band D to Band C in the same area — roughly £250–£350 per year depending on parish precepts
- Band A properties (already the lowest band) get a reduction equivalent to one-sixth of their bill
The saving compounds with Council Tax Support. CTS is calculated on your net council tax liability after all discounts. A lower band means a lower liability, and 75% of a lower number gives you more coverage in real terms.
How to Apply
Apply directly to Cornwall Council's revenues team (0300 1234 171 or through the online portal). You'll need:
- Evidence of the disability — a letter from a GP, consultant, or occupational therapist confirming the disabled person's condition and the need for the adapted feature
- Description of the adaptation or room — what the room or feature is used for and why it's essential because of the disability
- Confirmation the disabled person lives in the property — the disabled person must be a resident (they don't need to be the taxpayer)
Cornwall Council may arrange an inspection to verify the feature exists. The reduction applies from the date you apply, and can be backdated if you can show the conditions were met earlier.

Stacking With Other Discounts
The Disabled Band Reduction works alongside:
- Council Tax Support — CTS is calculated on the reduced-band liability, so you get more support relative to your actual bill
- Single Person Discount — applied after the band reduction
- SMI disregard — a severely mentally impaired person can trigger both the SMI disregard and justify the band reduction if they need a dedicated room
These discounts compound. A Band C property with the disabled band reduction is charged at Band B rates. Add the single person discount and that's 25% off the Band B amount. Then CTS covers up to 75% of what remains.
This Is Not a Band Challenge
The Disabled Band Reduction Scheme is different from challenging your council tax band with the Valuation Office Agency. A band challenge argues your property has been placed in the wrong band — that's a VOA matter and has nothing to do with disability. The Disabled Band Reduction keeps your actual band but charges you at the rate one band below. Both can apply simultaneously.
