How to Challenge an Annexe Council Tax Band With the VOA
When De-Banding Makes Sense
If your annexe has its own council tax band but is no longer structurally capable of independent living, you can ask the Valuation Office Agency (VOA) to remove the separate band entirely. This is called de-banding or disaggregation reversal.
A successful de-banding means the annexe ceases to exist as a separate chargeable dwelling. No separate bill, no need for discounts or exemptions — the space is simply absorbed back into the main property's single council tax charge.
The key word is "structurally." The VOA's test is whether the space remains capable of being used as separate living accommodation, not whether anyone currently lives there. Cosmetic changes — removing a freestanding microwave, locking the connecting door, turning the bedroom into a storage room — will not satisfy the VOA if the fixed kitchen fittings, plumbing, drainage, and bathroom suite remain in place.
What Physical Changes the VOA Looks For
The VOA looks at whether the unit remains capable of separate occupation. There is no one-facility rule: the effect of a change depends on the layout and the facilities that remain.
- Cooking facilities altered: removing fixed kitchen facilities may be relevant; merely unplugging appliances is different
- Bathroom facilities altered: removing a toilet, basin, or bath/shower can affect whether separate living accommodation remains
- Access and layout changed: if the only access is through a habitable room, the VOA manual says the annexe should not be separately banded; access through a shared hallway or landing can still qualify
Removing cooking facilities can be one relevant change, but it does not guarantee the band will be deleted; the VOA considers the remaining facilities and layout.
How to Submit a Proposal
Band challenges go through the GOV.UK portal — "Challenge your Council Tax band" — or by writing directly to the Valuation Officer. The process is free. You will need to provide:
- Your council tax account number and the property address
- A description of the physical changes made to the annexe
- Supporting evidence: photographs showing removed facilities, contractor invoices, plumbing disconnection certificates, or architectural plans
The VOA may arrange a physical inspection. Processing times vary but typically run several weeks to a few months.

The Risk: Main House Band Review
This is the critical trade-off. When the VOA receives a proposal to de-band an annexe, they have the right to review the banding of the entire property — including the main house. If the main house has had extensions, loft conversions, or other improvements since 1991 that were never reflected in the valuation list, the VOA could increase the main house band at the same time.
In some cases, the council tax increase on a re-banded main house can exceed the saving from removing the annexe band. This makes de-banding a decision that needs careful thought.
When Claiming a Discount Is Better Than De-Banding
For many families, the lower-risk approach is to keep the separate Band A banding and claim the appropriate relief from the council instead:
- Class W exemption eliminates the bill if the annexe houses a dependent relative
- 50% family annexe reduction halves the bill if a relative lives there or the space is used as part of the main home
- Class T exemption eliminates the bill if the annexe is empty and restricted by a planning condition
A Band A annexe with a single person discount and the 50% family reduction pays roughly £450 a year — and claiming those reliefs carries no risk to the main house band.
Our Annexe Discounts and Exemptions Guide covers both routes — VOA de-banding proposals and council discount claims — and includes a decision framework for working out which approach makes more financial sense for your situation.
