Central Bedfordshire Council Tax Reduction Savings Limit and Capital Rules

The £16,000 Hard Ceiling

Central Bedfordshire Council sets a strict upper capital limit of £16,000 for the working-age council tax support scheme. If your total household savings and investments exceed this amount, you are completely disqualified from receiving any council tax reduction — regardless of how low your weekly income is.

This is a hard line, not a taper. There is no partial reduction for people with £16,001. You either fall under the threshold or you receive nothing.

For couples, it is combined capital that counts. Both partners' bank balances, ISAs, investments, and shares are added together.

What Counts as Capital

The council looks at liquid and semi-liquid assets:

  • All bank and building society account balances
  • ISAs (cash and stocks and shares)
  • Premium Bonds
  • Share certificates and investment portfolios
  • Money held in trust (depending on terms)

If your total capital falls between £5,500 and £16,000, the council requires full financial statements covering at least three consecutive months.

What Does Not Count

Several assets are fully excluded from the capital assessment:

  • Your home — the property you live in and are claiming council tax support for
  • Personal possessions — personal clothing and basic household furniture
  • Pension funds — the capital value of an ongoing annuity or personal pension scheme

The scheme information does not specify a general business-asset disregard. Check with CBC before treating tools, equipment, or other business capital as excluded.

One feature specific to Central Bedfordshire's working-age scheme: there is no tariff income calculation. Unlike the national pension-age scheme (which assumes £1 per week for every £250 of savings above a lower threshold), the working-age scheme simply checks whether you are above or below £16,000. Capital below that ceiling does not generate any deemed weekly income.

Joint Accounts and Practical Questions

If you hold a joint bank account with someone who is not your partner, do not assume CBC will use a 50/50 split. Ask the council how it will assess the account and provide evidence of your share.

If a lump sum or other change takes your capital above £16,000, report it to the council. An adverse change is applied from the date it occurred. If your capital later falls below the limit, contact CBC about making a new claim.

The Central Bedfordshire Council Tax Reduction Guide covers the full capital rules, the evidence requirements at each threshold, and how capital interacts with the income band assessment.
