Water Charges Reduction Scheme Scotland: Why 100% CTR Doesn't Mean Free Water
The Bill That Surprises Everyone
You've been awarded 100% Council Tax Reduction. Your council tax drops to zero. Then a bill arrives — for water and sewerage charges. This confuses thousands of Scottish households every year.
The explanation: in Scotland, unmetered water and waste water charges appear on your council tax bill, collected by your local council on behalf of Scottish Water. But Council Tax Reduction does not cover water charges. A separate scheme — the Water Charges Reduction Scheme (WCRS) — provides a discount on those charges, and it caps out at 35%.
Even with maximum CTR, each household liable for water and sewerage charges pays at least 65% of those charges.
How WCRS Works
WCRS is automatic. If you receive Council Tax Reduction, the discount is applied to your water charges without you needing to apply separately. The amount of discount depends on how much CTR you receive relative to your council tax liability.
The statutory formula:
R = (35 × A/B) − D
Where:
- R = your WCRS percentage discount on water and sewerage charges
- A = your weekly CTR award (£)
- B = your net weekly council tax liability before CTR (£)
- D = any council tax status discount percentage you already receive (e.g., 25 for the Single Person Discount)
The combined total of all water charge discounts — WCRS plus any status discount — cannot exceed 35%.
Practical Examples
Single person with 100% CTR: You receive the 25% Single Person Discount on your council tax and 100% CTR. Applying the formula: R = (35 × 1) − 25 = 10%. You get a 25% discount from the Single Person Discount plus a 10% WCRS reduction, hitting the 35% ceiling. Your water bill is reduced by 35% total.
Couple with 50% CTR: No status discount (D = 0). R = (35 × 0.5) − 0 = 17.5%. Your water and sewerage charges are discounted by 17.5%.
Couple with 100% CTR: No status discount. R = (35 × 1) − 0 = 35%. You receive the maximum 35% discount on water charges.

What This Means in Pounds
For 2026/27, the national unmetered Scottish Water charges for a Band D property are approximately £652 combined (water supply plus waste water). At the maximum 35% WCRS discount, you'd save about £228, leaving roughly £424 per year to pay.
For lower council tax bands, the water charges are lower but the 35% cap still applies. A Band B property with 100% CTR and the Single Person Discount would owe around £338 per year in water charges.
These water charges are billed across your ten monthly council tax instalments (or twelve if you've arranged it). If your council tax is zero thanks to CTR, the remaining amount on your bill is the water and sewerage charges after the WCRS discount.
Checking Your Bill
Look at your council tax demand notice or revised bill after your CTR is awarded. It should show:
- Your gross council tax (by band)
- Any status discounts (Single Person Discount, etc.)
- Your CTR award
- Water supply charges
- Waste water charges
- WCRS discount applied
- The net amount you owe
If the WCRS discount isn't showing, contact your council's benefits team. The discount should be applied automatically when CTR is awarded, but administrative delays or system errors can cause it to be missed.
Metered Properties
WCRS applies to unmetered water and sewerage charges — the flat-rate charges that appear on your council tax bill. If your property has a water meter, your water charges are billed separately by Scottish Water, and WCRS doesn't apply in the same way. Metered customers on low incomes may be eligible for Scottish Water's own affordability schemes.
Understanding Your Full Bill
Our Council Tax Reduction in Scotland guide breaks down the WCRS formula with worked examples for different household types and bands, explains the interaction between the Single Person Discount and WCRS, and helps you verify that your council has applied the water discount correctly. The guide also covers the separate Scottish Welfare Fund if you're struggling with water charges after WCRS is applied.
