Applying for WA Rates Concessions on Behalf of an Elderly Parent

You Cannot Just Ring Up and Register on Their Behalf

If your elderly parent holds a Pensioner Concession Card or WA Seniors Card and isn't receiving their rates concession, your instinct is to sort it out for them. The problem is that the Water Corporation and local councils will not let you modify someone else's account without formal legal authority. Good intentions and a family relationship are not enough.

The Water Corporation operates the Common Registration Service — the single gateway that registers concession entitlements for both water bills and council rates simultaneously. But to access or modify another person's account, you need documented authorisation.

What Counts as Legal Authority

Three forms of authorisation are accepted by the Water Corporation and WA local governments:

Enduring Power of Attorney (EPOA) — the most common route for adult children helping aging parents. An EPOA must be formally executed under Western Australian law and lodged with both the Water Corporation and the relevant local council. You cannot use an interstate power of attorney without checking whether WA recognises it.

Guardianship Order — issued by the State Administrative Tribunal where a parent has lost capacity to make their own decisions. This gives the appointed guardian authority over financial administration including rates and utility accounts.

Third-party authority form — the Water Corporation and some councils accept a signed authority form that grants a named representative limited access to manage the account. This works when your parent can still sign documents but finds the phone calls and online forms difficult.

The Practical Steps

Once you have authority documented, the registration process follows the same pathway as a self-application:

  1. Gather your parent's concession card details (card number, type, expiry), their property address, and their Water Corporation account number if they have one
  2. Have your authority document ready — EPOA, guardianship order, or signed third-party form
  3. Call the Water Corporation on 1300 659 951 or register online at the concessions portal
  4. The Water Corporation verifies the card against Centrelink or DVA records and confirms property ownership through Landgate
  5. Once approved, the registration flows automatically to the local council — no separate council application needed

Processing typically takes 5 to 10 business days. Your parent's next rate notice and water bill should reflect the concession.

Common Mistakes Adult Children Make

Assuming the card does the work automatically. A parent getting a Pensioner Concession Card does not mean their rates account updates itself. The card must be registered with the Water Corporation.

Using their own address details. The concession attaches to the property your parent owns and occupies as their primary home. If your parent lives at their house and you live elsewhere, the concession applies to their address, not yours.

Forgetting the 1 July rule. For local government rates, your parent must have owned and occupied the property on 1 July of the current rating year. If they moved in after 1 July, council rate concessions start the following rating year (water concessions apply from the registration date regardless).

Not lodging the EPOA with both agencies. The Water Corporation and the local council are separate entities. If you lodge an EPOA with the council but not the Water Corporation, you may be unable to manage the water concession or make account changes at the source.

When a Parent Moves into Aged Care

If your parent enters residential aged care, their rates concession can continue on the family home provided their personal furniture and effects remain there, the property is not rented out, and they do not register a concession on another property. This is a common scenario for adult children managing a parent's affairs — the home stays registered while the parent is in care.
