Student Nurse Council Tax Exemption England
How Student Nurses Qualify for a Council Tax Disregard
Student nurses in England fall under two separate statutory routes for council tax disregard, and which one applies depends on your course structure.
If you're on a full-time pre-registration nursing degree at a university — the standard three-year BSc or the newer two-year accelerated pathway — you qualify as a full-time student under Part II of Schedule 1 to the Council Tax (Discount Disregards) Order 1992 (SI 1992/548). The same 21-hours-per-week, 24-weeks-per-year test that applies to any other degree student applies to you. Your university issues a standard council tax student certificate, and the process is identical to any other undergraduate or postgraduate claiming Class N exemption.
The second route exists under Part III of Schedule 1 to SI 1992/548, which creates a separate disregard specifically for student nurses. This covers individuals undertaking courses leading to registration on Parts 1 to 8 or 10 to 15 of the NMC register under the Nursing and Midwifery Order 2001. It was originally designed for student nurses employed by NHS Trusts on direct health authority salaries — a training model that's largely been replaced by the university degree pathway, but the statutory provision remains in force.
Clinical Placements and the 21-Hour Rule
Nursing degrees are placement-heavy, and clinical hours count toward the 21-hour weekly average. Structured lectures, seminars, simulation labs, and compulsory ward placements all contribute. The NMC requires 2,300 practice hours across a standard three-year programme, which means placement blocks often push your weekly commitment well above 21 hours.
One thing that catches people out: if your university arranges a placement at an NHS Trust in a different city and you temporarily relocate, the property you're staying in for the placement isn't automatically covered by your exemption. Your council tax student certificate names a specific term-time address. If you're renting a second property for a placement block, you may need a separate claim with that council, supported by evidence from your university that the placement forms part of your full-time course.
How to Claim
The process is the same as for any other student:
- Request your council tax student certificate through your university's student records office or online portal
- Check that the certificate confirms your course meets the full-time criteria (at least 24 weeks per year, averaging at least 21 hours per week)
- Submit the certificate to your local council's revenues department — most accept online uploads
- If you live in a house where every resident is a full-time student (including student nurses), the property qualifies for a Class N exemption and the bill drops to zero
- If you live with a non-student partner, you're disregarded from the headcount — your partner pays 75% of the bill under the 25% single person discount
Keep evidence of enrolment on your NMC-approved pre-registration course alongside your council tax certificate. Some councils ask for additional evidence when processing nursing student claims, particularly if your course title doesn't obviously indicate full-time status.

What Happens During Elective and Interruption Periods
If you take an approved interruption from your nursing programme — say for health reasons — your university may continue to certify you as enrolled. As long as formal enrolment persists and the institution confirms your course period still subsists, the disregard holds. But if you formally withdraw or are removed from the programme, the disregard ends on the exact date of withdrawal.
Elective placements abroad don't affect your council tax status in England provided you maintain your UK tenancy and your university continues to certify you as a full-time student.
