Northumberland Council Tax Disabled Band Reduction
What the Disabled Band Reduction Does
The disabled band reduction moves your property down one council tax band for billing purposes. A Band D property is charged as Band C. A Band C property is charged as Band B. The reduction applies to the entire household bill, not just the disabled person's share.
Band A properties cannot drop to a lower band because there is no band below A. Instead, Band A properties with the disabled reduction receive a one-ninth reduction calculated against the Band D rate — roughly equivalent to dropping to a notional "Band A minus."
Who Qualifies
The property must have at least one of the following features that is essential to the wellbeing of the disabled resident:
- A room (other than a bathroom, kitchen, or toilet) predominantly used by the disabled person and essential to their needs
- An additional bathroom or kitchen required for the disabled person's use
- Sufficient floor space to allow the use of a wheelchair inside the property, where the wheelchair is required for indoor use
The disabled person must be substantially and permanently disabled, but they do not need to be the council tax payer. A child with a disability or an elderly parent living in the property can qualify the household.
The adaptation does not need to have been purpose-built or recently installed, but an ordinary bathroom alone does not qualify; it must meet one of the listed criteria.
How to Apply in Northumberland
Contact Northumberland County Council's council tax section on 0345 600 6400 or by post to County Hall, Morpeth, NE61 2EF. The council may send an inspector to verify that the adaptation exists and is essential to the disabled person's needs.
Evidence that helps: medical evidence confirming the disability and need for the adaptation, occupational therapist reports, and photographs of the adapted space.

How It Interacts With Council Tax Support
The disabled band reduction is applied before council tax support is calculated. This means the council works out your council tax support percentage against a lower starting liability. A Band D property with the disabled reduction is billed as Band C, and your income band discount is applied to the Band C figure.
For households already receiving 100% council tax support (Band 1), the disabled band reduction does not change what you pay — zero is zero. But for households in Bands 2 through 5, the reduction lowers the base figure that the percentage applies to, saving real money.
Backdating
If you believe the property qualified earlier, ask the council whether it can apply the reduction from an earlier date and what evidence it needs.
The Northumberland Council Tax Reduction guide includes a discount screening checklist that covers the disabled band reduction alongside the single person discount, SMI disregard, and carer disregard — all of which are applied before council tax support and can significantly reduce your remaining bill.
