Manchester Council Tax Second Adult Rebate: Pension-Age Eligibility and How It Works

The second adult rebate is one of the least-known council tax reductions in Manchester — and across England generally. It helps pension-age people whose income or savings are too high for standard Council Tax Support when another low-income adult living with them prevents a discount or exemption. The rebate is based on the second adult's circumstances.

What the Second Adult Rebate Is

In Manchester, the second adult rebate applies when:

  • You are pension-age and your income or savings are too high for standard Council Tax Support
  • Another adult on a low income lives in the property and is not responsible for paying the council tax bill
  • The other adult is within Manchester's listed categories: a partner, joint tenant or joint owner, or someone who pays rent or for board and lodging

The rebate amount is based on the second adult's income, but your age and income or savings still matter for eligibility. It can help pension-age people who share their home with a low-income adult.

How Much It's Worth

Manchester has two kinds of Second Adult Rebate:

  • Ordinary Second Adult Rebate: up to 25% off your bill when the second adults prevent you from getting a Single Person Discount.
  • Student Second Adult Rebate: up to 100% off for pension-age students if every second adult in the household receives income-based Jobseeker's Allowance, income-related Employment and Support Allowance, Pension Credit, or Income Support.

Use Manchester City Council's online claim calculator to check which rebate, if any, applies to your circumstances.

You Can't Have Both

You can receive either standard Council Tax Support or the second adult rebate for the same bill. Manchester City Council says it will check whether you would be better off with a Second Adult Rebate when it works out your Council Tax Support.

In practice, the second adult rebate is most valuable when your own income is too high for standard CTS (which is means-tested on your household income) but you share your home with someone on benefits or a very low wage.

How to Apply

There's no separate application form for the second adult rebate. You apply through the same Council Tax Support application on Manchester City Council's website. The application asks about everyone living in your property, and the council determines which route gives you the better deal.

You'll need proof of the second adult's income or benefit status — their award letter for Income Support, JSA, or ESA, or their recent payslips if they're working on a low wage.

Pension-Age vs Working-Age

Only pension-age people can get Second Adult Rebate in Manchester. Working-age applicants are not eligible for it under the Manchester scheme; they can check their entitlement to standard Council Tax Support instead.

Worth Checking

If you've been paying full council tax because you assumed your own income was too high for any help, but you share your home with a low-income adult, the second adult rebate is worth investigating. The Manchester Council Tax Reduction guide covers this alongside the standard CTS means test, so you can compare both routes and see which gives you the larger reduction.
