LPS Capital Value Appeal: How to Challenge Your Northern Ireland Property Valuation
What LPS Does With Your Property Valuation
Land & Property Services (LPS) is the executive agency that maintains the Valuation List for every domestic property in Northern Ireland. They assign each property an individual capital value — the estimated open-market sale price as of 1 January 2005 — and your annual rates bill is calculated directly from that figure.
If you think the capital value LPS has assigned to your property is wrong, the challenge goes to LPS itself. District councils have no role in valuations — they only set the district rate poundage.
How to Check Your Capital Value
Start with the LPS online Valuation Search on nidirect. Enter your postcode to see:
- Your property's capital value
- Property type (detached, semi-detached, terrace, apartment)
- The estimated annual rate bill before any relief
Then search the same area for comparable properties — similar homes on your street or in your immediate neighbourhood. If properties that are structurally equivalent to yours carry noticeably lower capital values, you may have a case.
Record everything. Note the addresses, capital values, property types, and any visible differences between your home and the comparators.
When LPS Gets It Wrong
The most common scenarios where an LPS capital value is incorrect:
- Overstated measurements — the gross external area in the records is larger than the actual property
- Wrong property classification — listed as detached when it's semi-detached, or vice versa
- Non-existent features — garages, outbuildings, or extensions that were demolished or never existed
- Inconsistency with neighbours — genuinely comparable properties on the same street have significantly different capital values without an obvious physical reason
What doesn't count: general dislike of the bill amount, current market value being lower than the 2005 valuation, or internal condition (the statutory assumption is average repair).

The Review Process
Submit Form CR3 (Review of Property Valuation) through the nidirect portal or by post. LPS will:
- Acknowledge your application
- Assign a District Valuer to review the records and your evidence
- Potentially arrange a physical inspection of the property
- Issue a Certificate of Valuation — typically within about 90 days
The Certificate will state whether the capital value is reduced, confirmed unchanged, or increased.
That third option is real. LPS valuers have a statutory duty to maintain an accurate list. If an inspection reveals unrecorded extensions or structural additions, the capital value goes up regardless of who initiated the review.
If LPS Doesn't Agree
You have 28 calendar days from the date on the Certificate to submit Form CR20 to the Commissioner of Valuation. The Commissioner conducts an independent review using senior valuation staff.
After the Commissioner's decision, a further 28-day window opens for an appeal to the Northern Ireland Valuation Tribunal — an independent judicial body that hears appeals against the Commissioner's decisions.
Every stage is free. You don't need to hire a rating agent or solicitor, though you can if you prefer.
Building a Stronger Case
The strongest LPS challenges rely on comparable evidence — capital values of similar properties in the immediate area. When selecting comparators, match:
- Property type and construction era
- Gross external area (houses) or gross internal area (apartments)
- Local neighbourhood — comparisons across different areas carry less weight
Current estate agent valuations and recent sale prices carry no weight unless adjusted back to the 1 January 2005 baseline using recognised property price indexes.
Our valuation challenge guide includes worksheets for organising comparable evidence, an upward-risk diagnostic, and a deadline tracker for all three stages of the appeal process.
