Lewisham Council Tax Reduction and Universal Credit

Universal Credit Does Not Cover Your Council Tax

The single biggest misconception among Lewisham residents on Universal Credit is that the DWP handles council tax automatically. It doesn't. Universal Credit replaced most legacy benefits, but Council Tax Reduction stayed with local councils. You need a separate application submitted directly to Lewisham through their BetterOff portal.

Every month this confusion isn't cleared up, someone on UC accumulates council tax arrears they didn't know they owed. Citizens Advice Lewisham has documented cases where residents received incorrect advice — even from council staff — suggesting UC migration would carry their council tax support over. It won't.

How the Council Uses Your UC Award

When you apply for Lewisham CTR while on Universal Credit, the DWP sends electronic data to the council showing your UC award breakdown. The council then runs its own means test using those figures.

They look at your UC maximum award, earned income, and unearned income elements. Your UC housing costs element is stripped out (it covers rent, not council tax). The remaining figures feed into Lewisham's standard taper calculation: assessed income minus your applicable amount, with 20% of any excess deducted from your CTR entitlement.

Out-of-work UC claimants whose income matches or falls below the applicable amount qualify for the maximum CTR award. But in Lewisham, "maximum" still means 75% of your net council tax liability. You pay the other 25%.

The 25% Bill That Surprises People

On a Band D property in 2026/27, council tax totals £2,237.33. With the maximum CTR award of 75% and a Single Person Discount, an out-of-work UC claimant still owes roughly £419 per year. That's about £35 per month on top of everything else.

Some neighbouring boroughs offer 100% protection for out-of-work UC claimants. Lewisham doesn't. The council considered dropping the cap to 50% for 2026/27 (which would have roughly doubled the minimum bill), but Full Council voted to keep it at 75%.

If that 25% is unmanageable, Lewisham's Crisis and Resilience Fund can provide emergency help, and you may also qualify for a Section 13A discretionary reduction to cover some or all of the remaining liability.

Reporting Changes When Your UC Fluctuates

UC awards change monthly for people with variable earnings. Each change triggers a fresh data feed from DWP to Lewisham, and the council reassesses your CTR accordingly. But here's the rule that catches people: reporting a change to the DWP does not satisfy your legal obligation to report it to Lewisham Council.

You must separately notify Lewisham of any changes that affect your CTR within 21 days, using their online change-of-circumstances form. That includes changes to your UC elements, household composition, savings crossing the £6,000 or £16,000 thresholds, and any new non-dependant adults moving in.

Failing to report within 21 days can result in an excess CTR assessment — the council claws back the overpaid credit and revises your bill upward with adjusted monthly instalments.

Mixed-Age Couples on UC

If you're on Universal Credit and your partner has reached state pension age, the household is assessed under working-age rules. That means the 75% cap and £16,000 savings limit apply. Before Universal Credit, mixed-age couples could choose the more generous pension-age scheme. That option disappeared when UC migration rolled through.

The Lewisham Council Tax Reduction guide includes a worked example for UC households showing exactly how the council calculates the award from your UC breakdown, and a change-of-circumstances log to track what you've reported and when.
