Lewisham Council Tax Help for Low-Income Households

The Relief Stack Available in Lewisham

Lewisham residents on low incomes don't rely on a single discount — multiple reliefs can apply simultaneously, each reducing a different layer of the bill. Here's the full stack, in the order the council applies them:

1. Status discounts (non-means-tested): single person discount (25% off if you're the only adult), student exemption, severe mental impairment disregard, disability band reduction. These come off first, before any income check.

2. Council Tax Reduction (means-tested): the main scheme for low-income households. Working-age residents get up to 75% of the remaining bill covered. Pension-age residents can get up to 100%.

3. Section 13A hardship relief: discretionary top-up for the 25% minimum payment that CTR can't cover. Applied for separately through the Crisis and Resilience Fund.

4. Payment arrangements: spreading the remaining balance over 12 monthly instalments instead of the standard 10, or agreeing a special payment plan if you're behind.

The mistake most people make is stopping at step 2. The 25% minimum payment after CTR can still be over £500 a year on a Band D property. If that's unaffordable, steps 3 and 4 exist for exactly that reason.

Checking What You'd Get: Calculators and Estimates

Before applying, you can estimate your CTR entitlement using free benefit calculators like Entitledto or Turn2us. Enter your income, household size, and Lewisham as your council to get an indicative figure.

These calculators are estimates, not decisions. They use national algorithms and may not perfectly reflect Lewisham's local scheme rules (the 75% cap, specific earnings disregards, the Crisis and Resilience Fund). The only binding calculation comes from Lewisham's own assessment after you apply.

Still, the estimate tells you whether it's worth applying — and for most low-income households, it is. For working-age applicants, capital over £16,000 excludes CTR and capital below £6,000 is disregarded; pension-age rules differ. Even people with some savings can qualify.

Applying Through the BetterOff Portal

Lewisham's online application goes through the BetterOff portal at lewisham.betteroff.org.uk. The same form covers Council Tax Reduction and Housing Benefit, so you can apply for both in one submission.

You'll need a MyLewisham account to start. The application asks for:

  • Income details (payslips, UC statement, pension statements)
  • Savings and capital (bank statements for the last three months — all accounts, even zero-balance ones)
  • Housing details (tenancy agreement or mortgage statement)
  • Household composition (who lives with you, their ages, whether they work or study)

Upload supporting documents through the portal's evidence upload section — it's separate from the main form, which catches people out. The council aims to process complete applications within 10 working days.

Processing Times and What to Do While Waiting

Ten working days is the target for complete applications — all evidence received, nothing missing. In practice, incomplete applications take four to eight weeks because the council sends evidence requests and waits for responses.

While your claim is being processed, you're still liable for council tax instalments. If you can't pay the full amount, contact the revenues team promptly to discuss an affordable payment arrangement. Continue paying the amounts demanded unless the council confirms a change; missed payments can lead to reminders, a summons, and a liability order.

The standard start date for a working-age claim is the Monday after you apply. If you become liable for council tax and apply within that same benefit week (Monday to Sunday), the claim starts from the date you became liable and occupied the property. Any instalments paid during processing that exceed the revised bill become a credit on your account.

If CTR Isn't Enough

After maximum CTR at 75%, a Band D household in Lewisham still owes £559.33 per year (2026/27 rates). If even that remaining amount is unaffordable, apply to the Crisis and Resilience Fund. This discretionary scheme can reduce or eliminate the 25% minimum.

You'll need to show severe financial hardship — savings under £1,000 after essential costs, and an emergency or crisis within the last four weeks. The fund is discretionary, so there's no guaranteed entitlement, but it's specifically designed for people in this gap.
