Leeds Council Tax Minimum Payment: The 75% Cap Explained

The 25% Minimum Payment

Most working-age residents claiming Council Tax Support in Leeds pay at least 25% of their net council tax bill under the standard scheme, no matter how low their income. The council caps standard working-age support at 75% of your net charge (the amount after any Single Person Discount or disabled band reduction). This is a local decision by Leeds City Council, not a national rule, and it has been in place since they designed their own scheme in 2013.

For a Band A property with a Single Person Discount, 25% of the net bill comes to roughly £4.50 per week. Using a £22.50 net weekly Band B charge, the 25% share is about £5.63 per week. These numbers feel small on paper, but they are the minimum under the standard scheme before any discretionary award — they must be paid even if you have zero income.

Who Escapes the 75% Cap

Two groups can receive up to 100% council tax support:

People receiving a war pension or armed forces compensation payment who are in the Leeds UC CTS Scheme fall into Class 1 and can receive up to 100% of their net liability, minus any surplus income deduction. Class 1 is the only class in the main working-age UC scheme with a 100% maximum; separate discretionary support may be available to some households after a UC transfer.

Protected groups under the legacy General Scheme — disabled residents on Enhanced or Severe Disability Premium, lone parents with children under five, and carers receiving Carer's Allowance — can also receive up to the 100% maximum. Once these residents claim Universal Credit, the UC scheme caps the standard award at 75% unless they receive a war pension or armed forces compensation payment.

Pensioners Get Different Rules

Households where you or your partner has reached the qualifying age for State Pension Credit follow the pension-age route rather than the working-age UC scheme. Pension-age rules can allow up to 100% support, and the £16,000 capital limit does not apply where someone of qualifying age receives Pension Credit. Check with Leeds which scheme applies to your household.

What If You Cannot Pay the 25%?

If even the minimum payment is unaffordable, some households may qualify for additional Discretionary Council Tax Support after transferring to Universal Credit. You must have had protected status before the transfer, your CTS award must have fallen by at least 25% from its previous amount, your overall income loss must be at least as large as the CTS reduction, and you must show financial hardship. Request the official form by emailing [email protected] with the subject “Request for Discretionary Council Tax Support” and include your CTS claim number, full address, date of birth, and National Insurance number. Awards are discretionary and can be up to 100% of council tax liability.

If you are struggling to pay, contact Leeds to ask whether you can agree a payment arrangement.

The Leeds Council Tax Reduction guide includes the discretionary support criteria and an email template to request the official application form.
