$0 Northern Ireland Valuation Challenge Checklist

Hire a Rating Agent or DIY Your Rates Appeal in Northern Ireland?

The Official Route Is Free

Every stage of the Northern Ireland rates valuation challenge — Form CR3 to LPS, Form CR20 to the Commissioner, Form 3 to the Valuation Tribunal — is completely free. You don't need professional representation to file at any stage, and there's no legal requirement to hire anyone.

That said, professional rating agents and RICS chartered surveyors do exist in Northern Ireland, and some cases genuinely benefit from their involvement. The question is whether your case is one of them.

What a Professional Brings

Rating agents and challenge companies typically work on a contingency fee basis — they charge nothing upfront and take a percentage of any savings achieved. The standard range is 20–30% plus VAT of the historical refund or first-year savings, often with a minimum fee threshold.

They handle the entire process: evidence gathering, LPS negotiations, form submissions, and tribunal representation if needed. For commercial properties (assessed on Net Annual Value rather than capital value), agents handle the bulk of rating appeals.

RICS chartered valuation surveyors charge fixed fees or hourly rates — typically £300 to £1,000+ for a formal valuation report. They provide expert-level evidence, including professional assessments of the 2005 capital value, and can serve as expert witnesses at the Valuation Tribunal.

When Professional Help Makes Sense

A professional is worth considering when:

  • The property is complex — unusual construction, mixed-use elements, or substantial structural alterations that make comparable evidence difficult to assemble
  • The stakes are high — a large capital value where even a modest percentage reduction produces significant ongoing savings
  • The case reaches the Tribunal — formal hearings involve presenting evidence to a judicial panel, cross-examination of LPS valuers, and legal procedural rules. Professional representation can make a material difference here.
  • You've already been through the process and failed — if a DIY challenge at the LPS and Commissioner stages didn't succeed, a surveyor's formal valuation report can introduce new evidence at the Tribunal

When DIY Is the Better Choice

For most standard domestic properties in Northern Ireland, self-filing works well:

  • The evidence is straightforward — comparable properties on the same street with lower capital values for no obvious structural reason
  • The error is factual — wrong property type in the records, overstated floor area, non-existent outbuildings listed
  • The capital value is modest — a 20–30% contingency fee on a small reduction might not leave you with meaningful savings after the agent takes their share
  • You have time — the process takes about 90 days for the initial review and potentially months more if you escalate. A professional saves time on evidence preparation but doesn't speed up LPS's timeline.

The evidence-gathering and form-filling aren't technically complex for typical domestic challenges. The LPS valuation search gives you comparable capital values, Form CR3 is a straightforward application, and the escalation forms (CR20 and Form 3) follow the same pattern.

The Hidden Cost of Contingency Fees

A contingency-fee agent charges nothing if the challenge fails — but the ongoing cost of a successful one adds up. If an agent reduces your capital value and saves you £200 per year in rates, a 25% contingency fee on the first year's saving plus any backdated refund takes a significant slice of the benefit.

For the highest-value properties where reductions translate to thousands in annual savings, the contingency model can still make financial sense. For average-value homes where the potential reduction is measured in tens or low hundreds of pounds, the arithmetic often doesn't favour paying a percentage.

A Third Option

Our valuation challenge guide sits between the two — the process knowledge and evidence frameworks you'd get from a professional, at a fraction of the cost, with no ongoing fees. It includes comparable-evidence worksheets, the upward-risk diagnostic, deadline tracking, and step-by-step instructions for every stage through to the Tribunal.

If the case is straightforward enough to file yourself, the guide keeps you on track. If it turns out you need a surveyor for a complex case or a Tribunal appearance, you'll know that from the diagnostic before you spend anything more.
